Hossain Zillur Rahman is one of the most popular and richest Economist who was born on July 26, 1951 in Chittagong, Bangladesh. Hossain Zillur Rahman was born in Chittagong and took his Senior Cambridge exams from the P.A.F. College, Sargodha, Pakistan, and a higher secondary certificate from Faujdarhat Cattlet College in Chittagong. For his Masters and Bachelors, he studied Economics at Dhaka University. In 1986, he received his PhD in Sociology at Manchester University. His PhD research was on the sociology and formation of Bangladesh’s state. He was interested in power, property, and institutions that are new to Economics.
Dr. Hossain Zillur Rahman was appointed an advisor to the Caretaker government in Bangladesh, which was established on 11/01/2007. The portfolio of the advisors was redistributed on 10 January 2008. He was assigned the Ministry of Commerce and the Ministry of Education. Dr. Rahman stated that he was appointed as an adviser to the government because he felt the time was critical. We can achieve success if we all work together. He added that reforms are being made at the national level. The international market is seeing rising prices …. While the main aspect of work used to be considered political, it now seems that it is economic-oriented. “We will work together. Let’s wait and see what happens,” he said. He was the key to achieving an agreement between the Caretaker government and the two main political parties, Bangladesh Awami League (on the one hand) and Bangladesh Nationalist Party (on the other). This led to a transition to democracy via a free, fair, and open election on 29/12/2008. On 6 January 2009, a new government formed and his career as an advisor ended. He was more of a political advisor than a Commerce or Education adviser. He is a well-known personality who can deliver a powerful press release with great poise.
In 2013, he was awarded Gold Medal by Rotary International Bangladesh. Hossain Zillur Rahman has been a regular resource person at the National Defence College in Dhaka since its inception in 1999. In 2011 Hossain Zillur established the research-based civic platform – Chittagong Research Initiative (CRI). He is the convener of two new civic platforms – SROTA (Safe Roads and Transport Alliance) launched on 8 October 2016 and HEALTHY BANGLADESH launched on 13 May 2017. Currently the Executive Chairman of Power and Participation Research Centre (PPRC) (www.pprc-bd.org), Hossain Zillur’s newest area of engagement is sustainable health-care, urban poverty and urban innovations.

Dr. Rahman was the international leader of the Analysis of the Poverty Trends Project of the Bangladesh Institute of Development Studies (1989-1998). He is passionate about poverty alleviation and the governance issues of less developed countries. He is a social scientist who is interested in the society’s dynamics and its causes.
Hossain Zillur Rahman worked for the Bangladesh Institute of Development Studies (www.bidsbd.org), where he was a prominent researcher. He then founded the independent think tank Power and Participation Research Centre, (www.pprcbd.org), in 1996. He was a leading poverty researcher and played an important role in bringing the issue of extreme poverty to national attention. Between 2005 and 2007, he was a member of the Board of the Bangladesh Bank (central banking institution of Bangladesh). He was the chairman of Mass-Line Media Centre (a media advocacy group). He has served as a consultant to many international and national organizations, including the World Bank and the Asian Development Bank. He is a regular resource person at Dhaka’s National Defence College. In 2008, he was appointed advisor (cabinet minister), to the Caretaker Government of Bangladesh. He has played a significant role in promoting a national social security strategy for Bangladesh since he took over PPRC’s stewardship. Dr. Rahman is also a key policy voice for urban issues. He has been the leader of a research-based civic initiative platform, Chittagong Research Initiatives (CRi), since 2011. This platform promotes Chittagong as a global port city. He is currently the chairman of BRAC (the largest and most important NGO in Bangladesh).
On 9 January 2008, he was appointed as an adviser (cabinet minister) to the Caretaker Government of Bangladesh, led by Fakhruddin Ahmed and was entrusted with the ministries of commerce and education. He served in this capacity till evening of 6 January 2009. He was instrumental in driving a political negotiation process between the Caretaker government and the army on one hand and the two major political parties, Awami League and Bangladesh Nationalist Party (BNP) on the other that led to the successful election of 29 December
- For this, he is credited with a lead role in the successful return of Bangladesh to electoral democracy. He was an Inspire Fellow at the Institute for Global Leadership at Tufts University, USA and was awarded the Dr. John Meyer Global Citizenship Award by the Institute in November, 2009.
