He is the current director of the Brussels Representation of the Deutsche Gesellschaft fur Internationale Zusammenarbeit, and a senior professor at the Ruhr University Bochum. He holds the chair in international humanitarian law at Leiden University. He was president of the European Inter University Centre for Human Rights and Democratisation, Venice from 2002 to 2016. He was also the President and Honorary president of the NOHA Association in Brussels from 1994 to 2007. He was Chairman of the Berghof Foundation for Conflict Research, Berlin from 2001 to 2012. He is an academic who has a particular interest in international humanitarian law, as well as human rights, arms control and peacekeeping.

Fischer was the General Editor of the Yearbook of International Humanitarian Law with Cambridge University Press in 1998. He also founded the quarterly journal Humanitares Volkerrecht, which he co-authored with the German Red Cross. He was one of five reporteurs who prepared the groundwork for the 2005 study on customary humanitarian legal, published by Cambridge University Press.

Fischer studied law, and in 1984 he received his PhD from the University of Bochum. His thesis was on international law and nuclear weapons. He was a member of numerous diplomatic delegations that attended conferences and meetings of nongovernmental organizations dealing with international humanitarian law and humanitarian aid. These issues were also dealt with by him as a consultant to the United Nations, the European Union and several national ministries, as well as various organizations like the International Committee of the Red Cross ( ICRC). Knut Ipsen was Professor of Public Law at the Institute for International Law of Peace and Armed Conflict, University Bochum. He co-founded it in 1988. Horst Fischer has been the Academic Director of this Institute since 1988 (on leave). He is also Professor of International Humanitarian Law at Leiden University since 1998. He is also an adjunct professor of international and public affairs at Columbia University. He was a legal counsel to the Dutch Red Cross Society as well as the German Red Cross. He also served as Federal Commissioner.

He created the field of humanitarian aid as an inter-disciplinary European research and teaching area in Germany and Europe through the NOHA/E.MA networks. Fischer founded the internationally acclaimed [5] NOHA joint master degree programme Master program at Ruhr-University Bochum, Germany in 1994. The E.MA Master was created in 1997. These programs offered the first interdisciplinary joint degree with transeuropean universities and a focus on action.

The German Rectors Conference gave him 1999 a special award for establishing European Master Programmes in international humanitarian affairs. The President of the Federal Republic of Germany, Horst Köhler, awarded the Federal Cross of Merit 1st Class of the [6] Order of Merit of the Federal Republic of Germany to Horst Fischer on March 17, 2010 for achievements in humanitarian affairs and the internationalisation of master programmes. The City of Venice, Italy, gave him on September 22, 2013 a special award for his contribution to the international human rights culture .
