As she was serving in her final term in Parliament, the Cabinet of Norway named her to the position of County Governor of Nordland county in 2007. Since she was still serving in Parliament at that time, Ola Bjerkaas served as the acting governor from 2007 until the end of her parliamentary term in 2009 when she assumed the governorship. She served as governor until her retirement on 15 November 2018.
She rose to the rank of Deputy Leader of Labour Party during her political career and held this position from 1992 to 1997.

For three years, she was Minister of Health and Social Affairs. She then served as the County Governor for Nordland for almost ten years. On 15 November 2018, she retired.
Solberg passed her Examen artium on December 7, 1970. After that, she went to Trondheim’s teacher’s school where she received her degree in 1974. She started her teaching career in Mo i Rana in the 1975-1976 school years. After completing her second year in Mo i Rana, she moved to Harstad where she taught the following year. She then moved to Sortland from 1977-1987 to continue teaching. She was a member of the Sortland Municipality’s municipal council from 1983 to 1987. In 1987, she resigned as a teacher to run for the office of mayor of Sortland Municipality. She was elected. From 1988 to 1993, she was mayor.
From 2009-2018, she was the chair of the board for Vinmonopolet, the Norwegian government alcoholic beverage retailer.
