Henrique Salas Romar, the former governor of Carabobo and 1998 presidential candidate, is his son. He was elected Governor of Carabobo four times, winning in 2005, 2008 and 1995.
He ran for the 2008 election again with support from the National Unity, an alliance of opposition parties that includes Project Venezuela. He ran again against Mario Silva, the former host of TV channel Venezolana de Television. He won the election on November 23 with 49% of votes. He was sworn in December 4.
He was Vice-President of The Union of Latin American Parties, a regional division of International Democratic Union (IDU), that groups conservative parties from Latin America.
