Keogh, a former teacher, guidance counselor, and businesswoman was unsuccessful as a Progressive Democrats candidate in the 1987 general election. This was the first election since the founding of the party. Although she did not contest 1989’s general election, she was nominated by Taoiseach Charles Haughey to be a member the 19th Seanad.
At the 1992 general election, she was elected to Dail Eireann in the Progressive Democrats Teachta Dala (TD) constituency of Dun Laoghaire. Monica Barnes of Fine Gael won her seat in 1997. Taoiseach Bertie Ahern then nominated her to the 21st Seanad.
She was elected a local councillor for Dún Laoghaire–Rathdown County Council in 1991 and re-elected in 1999. She ran unsuccessfully for the Seanad on the NUI Panel in 2011.
