Heather Victoria Rabbatts DBE, a Jamaican-born British lawyer, businesswoman and broadcaster was born 6 December 1955. She rose to prominence as the Chief Executive of London Borough Lambeth, which is the youngest UK council chief. From 2011 to 2017, she was the first person from an ethnic minority to serve as a Football Association director. She was also the board’s only female member.
She worked in local government from 1987 to 1989, eventually becoming Deputy Chief Executive of Hammersmith and Fulham. Before being named Chief executive at Merton, she was appointed Chief executive at Lambeth in 1995.
There were significant improvements in housing, education, and council tax collection. She made her name as the youngest council chief in the country. On leaving Lambeth, in March 2000, Rabbatts became Chief executive of iMPOWER, a public sector consultancy, which she both founded and was co-chair.
