Heather Fargo, born December 12, 1952, is an American politician. She was previously a Sacramento City Council Member and served as mayor. In November 2000, she was elected mayor, replacing Jimmie R. Yee. She served until December 2008 when Kevin Johnson defeated her.
After the November 1999 sudden death of Mayor Joe Serna, Jr., Land Park City Councilman Jimmie Yee was elected acting mayor. Many candidates declared their intention to run. Fargo was not the only candidate. Three other members of council were also running for the office. Rob Kerth, North Sacramento City Councilman representing an area adjacent to Fargo’s, also decided to run. Along with Robbie Waters, Steve Cohn (city councilman for East Sacramento) decided to run alongside Robbie Waters, who represents the Pocket, Greenhaven, and several other lesser-known candidates, including Joe Genshlea, a businessman and lawyer, and Julie Padilla, a community activist. Fargo won 22% of votes in the primary. Kerth won 20%. Fargo won the November runoff with 53%. Fargo was elected the first Latina mayor in an American city.
In 2006, 2007, and 2008, Mayor Fargo was named “Best Local Elected Official” by the readers of Sacramento Magazine in their annual poll.
During her tenure Mayor Fargo became a member of the Mayors Against Illegal Guns Coalition, an organization formed in 2006 and co-chaired by New York City mayor Michael Bloomberg and Boston mayor Thomas Menino.
Fargo ran for the Board in 1994 after Grantland Johnson resigned from the Sacramento County Board of Supervisors. Roger Dickinson, an attorney and community activist, was her opponent in that election. Fargo was narrowly defeated by Dickinson in a close-fought election. She was re-elected two years later, in 1994 and 1998. Prior to her election as Mayor, she worked as a manager for the California State Parks Volunteer Program.

Heather Fargo was born in Davis Santa Maria and Stockton. She graduated from AA Stagg High School. In 1975, she received a Bachelor of Science in Environmental Planning and Management degree from the University of California at Davis. Fargo received a Certificate in Completion from Boulder’s Revenue Sources Management School, Colorado, in 1981. In 1991, Fargo also completed the State & Local Government Executive Program at Harvard University’s John F. Kennedy School of Government.
Heather Fargo was elected first to the Sacramento City Council in 1989 for a five year term. Sacramento was moving to even-year citywide elections. Fargo represented District 1, which encompasses Downtown and Natomas. She finished second to Kate Karpilow, a businesswoman, in the September primary. However, she beat Ray Tretheway (the future City Councilman), and incumbent David Shore (4th). Fargo won the November primary to defeat Karpilow.
Fargo did not face as stiff competition in her 2004 re-election. Her main opponent was Ross W. Relles, Jr., a businessman. Other candidates were Deputy Attorney General Mark Soble and Lorenzo Patino Law School President Leonard Padilla. Virtually unopposed against candidates far less funded, Fargo won solidly in the primary election, thus no runoff was necessary.
