Rogers was born in Kingston in Jamaica. She moved to New York City in 1969. There she attended New York City Community College and graduated with an associate degree. Rogers attended Pace University in 1980 but didn’t graduate. Rogers moved to Florida in 1982 and became the secretary of the Eastgate Homeowners Association. In 1996, she was elected to Lauderdale Lakes City Commission. She served there until her election to the legislature. Rogers received a business degree from the University of Phoenix while serving on the City Commission.

In 2008, Matthew Meadows, the incumbent State Representative, was unable for term limits to allow him to run again. She ran to succeed him as a candidate in the 94th district, which runs from Broward Estates to North Lauderdale, Broward County. Rogers was challenged by Eric Hammond and Kenneth Thurston as well as Roshawn Banks and Robert Lynch in the Democratic primary. Rogers campaigned to “curb rising property taxes” as well as providing affordable housing for the community. Rogers won 39% of the vote, beating Hammond’s 27% and Thurston’s 21% respectively. Young received 3%. Unopposed, she won the general election. She was unopposed in the 2010 Democratic primary. John Labriola challenged her on the issue of abortion and same-sex marriage. He argued that the party had become too liberal and said, “We must get our moral house in order” if we are to restore the economy and make America prosperous again. With 88% of the vote she defeated Labriola and advanced to the general election where she was again unopposed.
