Hans-Joachim Willerding was listed on the 1986 candidate list for the Central Committee membership. This was a significant step in a constitution that now explicitly asserted the “leading position” of the party above the government ministers and national legislature. Hans Modrow proposed him for Central Committee membership. Willerding, at 37 years old, was the youngest member the nation’s expanded leadership team. Protestors broke down the November 1989 Berlin Wall. Once it became clear that the occupying military forces did not have orders to suppress the demonstrations by force it was obvious that nothing could stop the momentum for German reunification. The Central Committee realized its inability to influence events and resigned on 2 December 1989. In March 1990, East Germany would hold its first and final free election.

  1. Much sooner than that, however, the promising career of Willerding at the top level of the East Germany’s political power structure was cut short on 2 December 1989 when the Central Committee resigned en masse.

The 1990 General election took place on 18 March and Willerding was a candidate. Between 1950 and 1986 national elections in the German Democratic Republic had been organised according to a single list system whereby voters could vote to support or reject a single list of candidates. The record indicated that the single list had always been supported by more than 99% of those voting. For 1990, however, each party was permitted to place its own candidate list before the electorate. The PDS gained 16.4% of the national vote, entitling it to 66 seats in the National assembly (Volkskammer), and Jochen Willerding’s name was high enough up his party’s list to give him a seat in the new chamber. He sat as a PDS member till 3 October 1990, which was when the East Germany national assembly dissolved itself in order to make way for the first election of the reunited Germany, which duly took place on 3 December 1990.

East Germany’s (hitherto dominant) SED (party), responded quickly to the events, renaming itself and reorganizing itself as the Party of Democratic Socialism / Partei des Demokratischen Sozialismus. On 9 December 1989, the party was reborn and Jochen Willerding was elected to the Party Presidium. He was also a member the party’s Commission for International Policy. In this capacity, he traveled to Moscow on 12 September 1990 and took part in an important meeting with Valentin Falin (then Central Committee Secretary of Soviet party’s) and Chairman of its International Section. This meeting was about the Soviet attitude towards German reunification. Formal implementation would occur in October 1990.

Jochen Willerding, the son of diplomat Klaus Willerding [de], was born in Berlin. He attended school there between 1958 and 1964. He attended school in Ulan Bator, where his father was the East German ambassador. Between 1969 and 1972, his father sent him to Hanoi. However, the boy returned to East Germany and completed the last three years of school at Bad Freienwalde. He also passed his final school exams in 1972. He had joined the Free German Youth organisation (FDJ/) Freie Deutsche Jugend) in 1966 and the ruling (SED / Sozialistische Einheitspartei Deutschlands) in 1971. In 1972, he moved to Moscow and studied at the State Institute of International Relations. He received his degree in 1977. A year later, he received his doctorate from the Wilhelm Pieck University in Rostock.

Willerding was an instructor in the FDJ in 1971/72. After completing his studies, he returned as a ahead officer to the organisation which was the youth wing in the SED. He was a member the FDJ Central committee and, since 1979, the Secretary responsible for Work with the West. In 1982, he was elected deputy chairman of FDJ.

In 1981 he was elected a member of the National Legislature (Volkskammer). Although he was a member of the ruling SED (party), in the Volkskammer he sat as a representative of the FDJ which, as an approved quasi-political mass movement, received a quota of 37 seats. From 1982 till 11 November 1989, he led the FDJ group in the chamber. He was also a member of the Volkskammer Committee on Foreign Affairs.
