While at university, he joined the Inner Mongolian Student Movement, which was fighting to protect Mongolian identity under Chinese law. Hada received his master’s degree as a philosopher in 1983 and published articles about political theory in Mongolian. In 1986, he began his research in the Inner Mongolia Normal University’s political theory department. He opened a Mongolian Studies bookstore in Hohhot with his wife, Xinna.
At least 10 other Mongolian intellectuals were detained after Hada was arrested. Hada’s wife Xinna wrote a note to her book shop about Hada’s arrest and crackdown against activists. Twelve students were arrested and a student protest was immediately stopped by the authorities. Xinna was taken into police custody and charged with “inciting students or causing a disturbance”. Xinna was not charged but she was released four months later on April 12, 1996. The bookstore in Hohhot was closed by the Public Security Bureau, even though the family did not have any other income.
In June 1998, Xinna wrote an open letter to Bill Clinton, who was visiting China as U.S. President. She described Hada’s condition declaring his health problems were “not taken seriously by prison authorities”. Xinna asked the authorities to transfer Hada to Hohhot prison for better care and medical treatment. The Chinese authorities never acceded to these requests.
In 2002, Uiles (or Ulies), the son of Hada was charged and sentenced to 2 years prison.,
The Inner Mongolian Public Security Bureau police arrested Hada at his home on December 10, 1995. All documents related to the Alliance were confiscated by police from the Inner Mongolian Public Security Bureau. Hada’s names and addresses as well as those of over 100 international scholars were also taken. Hada was officially taken into custody on March 9, 1996.

Hada is an ethnic Mongol activist who campaigned for the self-determination and autonomy of Southern Mongolia (the Inner Mongolia Autonomous Region in China) He was held in Chifeng prison for fifteen years. Although he was released from prison in December 2010, he is still being held in a detention center in Inner Mongolia. He was released from prison in December 2014.
In the 1980s, Xi Haiming, Huchuntegus and Wang Manlai (Mongolian: Temtselt Shobshuud ), discussed the establishment of the Inner Mongolian People’s Party. This was a political party for Mongolians living in Inner Mongolia. Hada, Tegexi and other Mongol activists formed the Southern Mongolian Democratic Alliance in May 1992. Hada was elected chairman. The alliance created a newspaper called the Voice of Southern Mongolia in 1994. In 1995, they adopted a constitution that stated the main purpose of the Alliance as “opposing colonization of the Han people and striving to self-determination and freedom in Southern [Inner] Mongolia.” In 1995, the Voice of Southern Mongolia newspaper became illegal and is still banned.
On August 19, 1996, the Hohhot People’s Procuratorate charged Hada with “espionage”, “separatism”, “stealing secrets for the enemy” and “organizing counterrevolutionary forces”. On November 11, 1996, after a closed hearing, Hada was convicted on the charges of separatism and espionage by the Hohhot Intermediate People’s Court, for which he received a combined sentence of 15 years in prison with a further 4 years deprivation of political rights. The Inner Mongolia Supreme People’s Court rejected Hada’s appeal. Tegexi was sentenced to 10-year prison and 3 years of deprivation of political rights for “separatism”, but was released in December 2002, for “good behavior”.
