Ha-Joon Chang is one of the most popular and richest Economist who was born on October 7, 1963 in Seoul, South Korea. Ha-Joon Chang (/tS ae NG / ; Korean: janghajun ; Hanja: Zhang Xia Zhun ; born 7 October 1963) is a South Korean institutional economist, specialising in development economics. He is currently a student in the Political Economy of Development program at the University of Cambridge. Chang is the author many widely-read policy books. His most notable work is Kicking Away the Ladder, a historical perspective on development strategy. Prospect magazine named Chang one of the top 20 World Thinkers in 2013.

Chang’s book, Kicking Away the Ladder, won the European Association for Evolutionary Political Economy 2003 Gunnar Myrdal Prize. He argued that the major developed countries had used interventionist economic policies to get rich. Then they tried to forbid other countries doing the same. Chang strongly criticizes the World Trade Organization, World Bank and International Monetary Fund for their “ladder-kicking”, which he claims is the main obstacle to poverty relief in the developing world. His work and others led to him being awarded the 2005 Wassily Leontief Price for Advancing Economic Thought by the Global Development and Environment Institute. In December 2008, Chang published Bad Samaritans. The Myth of Free Trade & the Secret History of Capitalism. Chang countered Irwin’s criticisms, arguing that countries that have failed to develop generally had followed free market policies. Chang also claimed that although state interventionism can sometimes lead to economic failures, it has a better track record than unregulated, free market economies, which, he said, rarely succeed in generating economic development. He provided evidence that GDP growth in developing nations was higher before external pressures recommended deregulation. He also extended his analysis to include the failures to encourage growth through free trade and anti-inflationary policy. Joseph Stiglitz, a Nobel Prize-winning economist, praised Chang’s book for its innovative insight and blend of historical and contemporary cases. However, William Easterly (former World Bank economist) criticized Chang’s use of selective evidence in his book. Easterly’s criticisms were met with a response from Chang, who claimed that Easterly had misunderstood his argument. Easterly responded with a counter- reply.

After graduating from Seoul National University’s Department of Economics, he studied at the University of Cambridge, earning an MPhil and a PhD for his thesis entitled The Political Economy of Industrial Policy – Reflections on the Role of State Intervention in 1991. Chang’s contribution to heterodox economics started while studying under Robert Rowthorn, a leading British Marxist economist, with whom he worked on the elaboration of the theory of industrial policy, which he described as a middle way between central planning and unrestrained free market. His work in this area is part of a broader approach to economics known as institutionalist political economy which places economic history and socio-political factors at the centre of the evolution of economic practices.
