Bebb was born in Wrexham on October 9th, 1968, to a family that was out of Bangor as well as Blaenau Ffestiniog. Bebb was an undergraduate in Ysgol Syr Hugh Owen in Caernarfon. In 1990, he graduated from the University of Wales, Aberystwyth with a BA in history. He later was the director of an economic development company and also served as director of business development at Innovas Wales. He also worked as the partner of the bookshop owned by his wife.

On June 29, 2012 the FSA announced that it had conducted an investigation into the sales of IRSA/IRHPs to SMEs and discovered evidence that nearly 90% of the sales were mis-sold and that significant damage was caused to SMEs who were mis-sold these products. The FSA declared that it had reached an agreement with the largest four high-street banks that the review and redress program was set to be in place. The agreement was later extended to seven more banks. In the wake of slow progress and disappointing results for customers in the banks-led FSA IRHP Review, Bebb was subsequently able to call and lead two backbench debates about the issue. The second was held in December 2014 when lawmakers all over the house criticized the ineffectiveness of the Financial Conduct Authority (“the FCA” that later became FSA. FSA) IRHP Review scheme.

In August 2013, it was reported that Bebb had claimed the third-highest food and drinks expenses claim in the country, as well as the highest overall expenses claim for an MP in North Wales. However, he responded that all his claims were within the revised expenses regulations. In October 2012, he was criticised for claiming expenses for first class tickets when he travelled by rail, despite official guidance from parliamentary watchdog IPSA – set up in the wake of the 2009 expenses scandal – saying politicians should “consider value for money” when booking tickets. However, he argued that his claims were permissible within the expenses rules and that the first class tickets were cheaper than some standard class tickets available.

In 2013, Bebb voted against same-sex marriage. However, in 2019 he voted in favour same-sex marriage in Northern Ireland, signalling a change of opinion.

At the general election in 2010 the boundary changes resulted in the formation of a new constituency named Aberconwy that was based on previous Conwy. Bebb was chosen to be the Conservative candidate for the new seat and was elected as the representative for Aberconwy with the majority of 3,398 votes or 11.3 percent.

Guto Ap Owain Bebb (born on the 9th of October, 1968) is a Welsh politician and business consultant who was the Member of Parliament (MP) in Aberconwy since the general election to the general election in 2019. He previously unsuccessfully ran for election to the Welsh Assembly and the House of Commons.

Bebb first endorsed The Conservatives at the time of 2002. He ran for his safer Labour seat Ogmore in a by-election that took place in 2002 due to the passing of Labour Member Sir Raymond Powell. He came in fourth with a large margin of defeat to the winning candidate, Huw Irranca-Davies. He was a candidate for a second time at the time of the 2003 Welsh Assembly election in which his name was on the ballot in the constituency that has since been dissolved, Conwy. He finished third, ahead of Labour as well as Plaid Cymru. At the 2005 general elections, the candidate was in Conwy but this time came second, just behind Labour.

In January 2012, following a complaint by a constituent, Bebb raised the issue of the sale of Interest Rate Swap Agreements (“IRSAs”) in Parliament. He asked the Leader of the House for a debate on the potential mis-selling of these complex interest rate hedging products (“IRHPs”) by UK high street banks to over 40,000 small and medium-sized Businesses (“SMEs”) throughout the UK. He also asked the Financial Services Authority (“the FSA”) to look at this issue urgently and in detail. After Bebb had raised the issue in Parliament, the FSA announced that they would carry out an investigation into the way these products had been sold. On 21 June 2012, Bebb called a backbench business debate in the House of Commons to discuss the IRSA/IRHP mis-selling issue.
