Ingebrigtsen was born in Vaeroy. In the 1970s, she was a part of the left-wing Workers Communist Party (AKP). From 1986 to 1988, she was a member for the Afghanistan Committee, giving medical assistance. She graduated from medical sciences at Oslo’s University of Oslo in 1982 after completing a minor in criminology at the age of 26 in 1976. As well as a number of other jobs related to medicine she was an investigator in Oslo’s University of Oslo from 1987 until 1996.
At the local scale Ingebrigtsen was a member of the Vestvagoy municipality’s council between 1995 until 1999. She then took over as the mayor from 1999 until 2007.
