In 2009, Hovhannissian was named the Consul General for Armenia at Los Angeles, and in 2013 he was made the Ambassador for Armenia for Mexico.
On December 29, 2018 Hovhannissian was appointed deputy Minister of Foreign Affairs of Armenia.
Hovhannissian also served as a guest lecturer in Yerervan State University in Middle East Politics at the Faculty of Oriental Studies, and in 2006-2009 was the director of executive for the “Shushi Revival Fund” in Armenia.

Before his selection as Ambassador of the United States Hovhannissian held several posts within the United Nations focusing on Africa and the Middle East. In 1994, he was coordinator for the “Shelter” program of UN High Commissioner for Refugees. From 1996 until 1998 , he was the assistant for the special coordinator, Program and public information for the UN Special Mission to the African Great Lakes region, that included Uganda, Zaire, Burundi, Rwanda, Tanzania, and Kenya. In 1998, he was assigned as the head of his post at the UN Secretariat Office for the Coordination of Humanitarian Affairs as head of the Kinshasa (Democratic Republic of the Congo) and Brazzaville (Republic of Congo) office.
Between 2001 and 2006, Hovhannissian was a part of UN tasks within The Middle East. From 2001 to 2003 , he was a member of the Office of the UN Special Coordinator (UNESCO) for the Middle East Peace Process in Jerusalem that also included as the United Nations Field Coordinator in the Palestinian territories and including the West Bank and the Gaza Strip (Ramallah and Gaza City). In 2004, he served as Director of the Senior Advisor for the Deputy Special Rep of Secretary General in the United Nations Assistance Mission to Iraq (in Jordan), and in 2006, he was Field Coordinator for the UN Emergency Mission to the Saida region in Lebanon.
On January 12, 2016 Hovhannissian was appointed Ambassador of Armenia to the United States by the President of Armenia.
