Georgy Toloraya is a professional diplomat (rank of Minister) with decades of experience in Asian issues, including two assignments within North Korea (1977-80 and 1984-7) Then as a diplomat in South Korea as a Deputy Chief of the Russian Embassy (1993-8) and then as the top Russian Foreign Ministry official (Deputy director-general) responsible for South Korea and the Korean Peninsula (1998-2003). Later, he served as the Consul General for Russia at Sydney, Australia (2003-2007). Before that, he was employed by trade promotion agencies that were associated with Asia.. Professor. Toloraya pursued a successful academic career, after graduating at MGIMO (Moscow University of International Relations) in 1978. He was awarded an PhD in the year 1984. He also earned a a Doctor of Economy in 1994, and an honorary professorship with a degree in Oriental research in 2002. He has written numerous publications and articles about East Asia, collaborated as an occasional researcher with renowned Russian research institutes, like the Institute of World Economy and International Relations (IMEMO), and also teaches Asian policies at MGIMO. Between 2007 and 2008, he was an invited Fellow in the Brookings Institution in Washington, DC.
