Alley–took over his duties on rotation. As McKinney was exiled from his position as Sergeant Major in the Army as well, five other female soldiers were accused of similar misconduct. In November 1997 an Article 32 investigating panel (U.S. military equivalent of the grand jury) concluded its investigation and recommended that charges be brought for a trial. McKinney was then permanently transferred from his position and was later promoted as Command Sergeant Major. the successor to him, Robert E. Hall was immediately appointed.
