Hooser (born on January 19, 1954) is an American politician, and was an ex- State Senate Majority Leader representing Kauai and Niihau, since 2002. He previously served as a member of the Kauai County Council for four years prior to becoming a Senator.

In the summer of 2010, Hooser resigned his Senate seat to run for the position of the Lieutenant Governor of Hawaii. The election was a loss on the 18th of September of 2010 at the Democratic primary by Brian Schatz. He was a member of Kaua’i’s county council between 2014 and 2016 until being defeated to the left by Mason Chock. Hooser is the current President of Hawaii’ Alliance for Progressive Action advocacy group.

The year 2009 was the time he declared his candidacy for Democratic nomination for the position of Lieutenant Governor of Hawaii.

One of Hooser’s most notable accomplishments introducing and passing into law the nation’s first solar hot water heating system requirement for new homes. Hooser was the only elected official, of 18 asked, who said, “yes” to supporting Defend Oahu Coalition’s “Keep the Country, Country” campaign. Hooser was the first legislator to speak out against the furloughs and proposed its solution to utilize Hurricane Funds, which was ultimately used by Governor Lingle in May 2010. Hooser was also the leading advocate in the Hawaiʻi State Senate for the Civil Unions Bill HB444.
