Gan took over Chua Chu Kang Single Member Constituency MP Low Seow Chiy during the general election of 2006. Gan defeated Singapore Democratic Alliance’s presidential candidate Steve Chia (who was a non-constituency member of parliament in the year 2006) with 60.37 percent of the votes.
A member of the governing People’s Action Party, he previously served as Minister of Manpower from 2008 to 2011. He has been the Member of Parliament (MP) for Chua Chu Kang GRC since 2006, after previously serving for Holland- Bukit Panjang GRC from 2001 to 2006.
On 21 May 2011, Gan was appointed the Minister for Health.
Gan’s first vote was for the Dutch-Bukit Panjang Group Representation Constituency in the election of 2001, where the party was able to win an election walkover on the day of nomination. As of 2005, Gan became a Minister of State for the Ministry of Education and the Ministry of Manpower.

Gan studied at Catholic High School and National Junior College prior to going to University of Cambridge on an Overseas Merit Scholarship, where Gan earned an undergraduate Master of Arts degree in Electrical Engineering (1981). The year 1985 was the time he earned his master’s degree at Cambridge University.
Gan started his professional career with his first job in Singapore Civil Service at the Ministry of Trade and Industry as well as his current position was with the Ministry of Home Affairs. Gan left the civil service to work in business in the industry of private, and was a part of NatSteel Ltd. Then, in the year 1996, he was appointed executive vice-president for NatSteel as well as Chief executive officer (CEO) for NatSteel Resorts International as well as NatSteel Properties. He was promoted to the position in 2005. was appointed the CEO and President of NatSteel.
In 2008, Gan was made the Acting Minister for Manpower, and later promoted to a full Cabinet Minister the following year.
