Gabriel Oprea (Romanian pronunciation: [gabri’el’oprea] born January 1, 1961) is a Romanian politician and general in the army reserve. Former President of the National Union for the Progress of Romania and an ex-member of the Social Democratic Party (PSD) which is now an independentpolitician, he was a member in the Romanian Chamber of Deputies for Ilfov County from 2004 to 2012 and was a senator for Bucharest from 2012 until 2016. The Adrian Nastase cabinet, he was Minister-Delegate for Public Administration from June 2003 to July 2004. In the Emil Boc cabinet, he was Minister of Administration and Interior from December 2008 until January 2009, and then under Boc and then in the cabinet of Mihai Razvan Ungureanu as Minister of Defence (December 2009 to May 2012) and, within the Victor Ponta cabinet, served as deputy prime minister starting in December 2012 and was also in charge of the Interior portfolio until January 2014. From June until July 2015 and between late July and August, he served as interim the Prime Minister of Romania. In November, he resigned the government following the resignation of Ponta.

After a series of days of scandal and without any sign of any support from the president Traian Basescu Oprea quit his position after just three weeks on his post, claiming that he performed his duties “properly and legally” but that his appointments were not in accordance with the law and “disturbed certain people” and Oprea was not willing to serve as an “puppet minister”. In the following days, after the leadership of the party’s decision to withdraw its political backing in favor of Oprea in his capacity as minister, Oprea resigned his position as Ilfov County party chairman, and later resigned from the party (and the department of defence policy presidency) after the leadership commenced measures to expel him insisting he was not going to expose county party members (most of who he believed were likely to have stood with his side) the “pressures from headquarters”. The following month, in February 2009, when Oprea currently sitting as an independent Oprea was elected as an independent by the Chamber unanimously voted to accept Oprea’s appointment to the defense committee.

Oprea announced his priorities as minister to be security for citizens, in particular the maintenance of order in large cities; decentralisation combined with a strengthening of local institutions; and for Romania to join the Schengen Area by 2011. However, he quickly ran into political difficulties when a scandal erupted within the party regarding the state secretaries and departmental directors Oprea had named to posts within the ministry; particularly controversial was the appointment of Virgil Ardelean to head the General Directorate for Internal Information and Protection. Oprea was attacked by his rival for the ministerial post, Liviu Dragnea; by former President Ion Iliescu and his allies, whose own candidate Oprea had defeated; and eventually by party leader Mircea Geoană, who charged Oprea with acting unilaterally and outside party discipline by making the appointments without consulting him. However, some defended Oprea, saying he had acted within his legal prerogatives and that it was not Ardelean and the other appointees they objected to, but the fact that they could not place their own supporters in the positions Oprea filled. The affair caused some tension in the coalition government as well: Prime Minister Emil Boc of the PD-L signed Oprea’s appointments also without consulting Geoană.

In January 2014, following the resignation of Radu Stroe, Oprea returned as Interior Minister on an interim basis, and on a permanent one after Ponta formed a new government in March. In June 2015, with Ponta out of the country for knee surgery, Oprea became interim prime minister, serving until Ponta returned early the following month. When Ponta took another leave of absence at the end of July, Oprea again took over as acting prime minister, serving until early August. In October, he faced calls to resign after a police officer suffered a fatal motorcycle accident while escorting Oprea’s motorcade. Shortly after Ponta’s resignation in November 2015, Oprea too quit the government.

The year 2003 saw Oprea became a part of the PSD in 2003. In addition to serving within the Nastase government, he was elected the president of the PSD’s Ilfov County branch in 2004 as well as its department of defense policy in 2006. Oprea was also a member of the national coordinating bureau between 2004 and 2005. When the elections were held in 2004 in 2004, he was elected in the Chamber and was as a member of the joint committee that oversees the operations that are carried out by Serviciul Roman de Informatii (SRI) and was primarily involved in legislation that affected the agency. In 2008, he was re-elected and was appointed as the head of his Administration as well as the Interior portfolio. In the past the wealth of his portfolio attracted attention. Oprea worked in Romania’s Romanian Land Forces from 1983 until 1990, and then in 1990, he was employed by the law of war. As of 2000, Oprea received the honorary title of knight in the Order of the Star of Romania in the same year, and later that year, he was awarded this same level within the National Order for Faithful Service. He was promoted to three-start lieutenant general in reserves in 2008. In October 2009 President Traian Basescu awarded him the grade of four-star general perhaps as a result of Oprea’s endorsement of Basescu’s re-election campaign. From 2000 until 2001, Oprea served as adjunct director of the National Defence University. From 2001 until 2002, he served as secretary of state for the National State Reserves Administration, and from 2002 until 2003, he was the Prefect of Bucharest.

Joining the new National Union for the Progress of Romania (UNPR), he was elected its executive president in May 2010. Meanwhile, he returned to the Boc cabinet in late 2009, as Defence Minister. As such, he drew controversy for using a ministerial helicopter to fly to and from party events. He served until May 2012, including, during the last phase, under Mihai Răzvan Ungureanu. At that point, incoming prime minister Victor Ponta, despite having criticized UNPR members as “traitors” and “undercover officers”, reached an agreement with Oprea, who provided parliamentary support to the new government. That December, he was elected to the Senate, and subsequently became deputy prime minister.
