In the wake of the energy crisis, various alternatives were being considered. It was believed that the State of California was trying to convince to the Federal Energy Regulatory Commission to restrict wholesale prices for electricity since that price was much higher than the legal limit that utilities regulated within California could charge retail customers. Wholesale prices were higher than the retail price due to the deregulation. The legislature decided to regulate the electric sector during 1996, it was able to do this by implementing a range of legal actions. One of these was the creation of an electricity exchange, also known as the Power Exchange or PX. This was to function as the platform for trading between both sellers and buyers of electricity. Keeley believes that this idea was a serious error because it assumed electricity was an asset. The commodities markets include that include many buyers, numerous sellers, clear transactions, substituting products and the capability for the buyer to halt purchasing in the event that the price is not suitable to their needs. According to Keeley the PX was not equipped with these characteristics.
Also in 1998, Keeley was selected by Assembly Speaker Antonio Villaraigosa to be Speaker pro Tempore. This is the highest-ranking member of the Speaker’s leadership team and, as such, Keeley was responsible for the development of the majority party’s important policy initiatives. Keeley also investigated the actions of then-Insurance Commissioner Chuck Quackenbush. As a result of the investigation, Quackenbush resigned his office.
During his first term in the Assembly, Keeley chaired the Budget Subcommittee on Resources, where he advanced legislation, known as the Marine Life Management Act of 1998.
After working at Law Enforcement Training and Research Associates Keeley was subsequently chosen as a candidate by Santa Cruz County Supervisor Joe Cucchaira to serve as Cucchaira’s policy director. Keeley worked in that position until March 1984, when Assembly Representative Sam Farr (D-Carmel) hired Keeley as the chief of his staff. Keeley was in the position for almost five years.

He resigned in January in 2015 after serving for 10 years as the Treasurer for Santa Cruz County .
Keeley was born in Sacramento, California. Keeley is the second generation of Harry and Elizabeth Keeley. He was born within San Jose. He completed his graduation at Cupertino High School in 1969. He was a student at DeAnza College in the early 1970s, taking film classes with the professor Robert Scott. The year 1974 was the time that Keeley was awarded an Honors Degree at San Jose State University, School of Social Sciences.

In the November general election, Keeley won about 57% of all votes cast against Republican Jim Davis.
