Frankie Billy Randall (born September 25 the year 1957) was an American former professional boxer who was a champion between 1983 and 2005. He was three-time light welterweight world champion, holding titles such as the WBA, WBC, and the lineal title between 1994 and 1997. Randall is most well-known as the first boxer to beat Julio Cesar Chavez, whose record prior to the 1994 match was the tally of 89 wins and an unbeaten draw.
On the 29th of January 1994, Randall took on the title in a fight with Champion Julio Cesar Chavez, in the official opening ceremony of MGM Grand Garden in Las Vegas. Chavez was entered into the contest with an 89-0-1 record , and was a 18-to-1 odds favorite. Randall was victorious in the opening rounds but towards mid-air, the match, Chavez began to take a significant advantage over the scorecards. Chavez was able to rally in the final round Randall had a small advantage. Chavez hit a low punch which cost Chavez one point. At the end of round 11, Randall took Chavez to the ground for his first knockdown of his professional career. Randall was awarded the WBC light welterweight champion on an unanimous decision. Chavez protested the outcome and requested the match rematch. Although clearly defeated, Chavez blamed his loss to the referee who shaved 2 points off Chavez for a few blows. It was one of them in the 11th round which resulted in a difference on the card of judge Angel Guzman and made the most significant distinction on the scorecards. (Guzman was able to score the fight at 114-113 in favor of Randall and Chavez, which means the match could have ended in the draw, as Chuck Giampa had Randall winning by a margin of 116-111. Abraham Chavarria scored it 114-113 for Chavez.)
On September 17, Randall was given a shot at the WBA version of the light welterweight title held by Juan Martin Coggi. He beat Coggi, defended his title twice, then lost a rematch to Coggi in January 1996 in a four-round decision in a fight ended early by a clash of heads.
Seven months later, Randall regained the WBA title, beating Coggi by unanimous decision in Buenos Aires, Argentina. He lost it in his first defense, against Khalid Rahilou on January 11, 1997.
The 4th of July, 1986 Randall was drawn with Freddie Pendleton for the USBA regional lightweight title. He then saw Pendleton be given an opportunity to win the title instead of his. Then, in October of 1987 Randall lost to Mexican lightweight champion Primo Ramos to win his NABF Regional belt.

Randall was born in Birmingham, Alabama and grew up in Morristown, Tennessee. He made the switch to professional in 1981 following a successful career as amateur boxer. He made his professional debut in June of the same year, but was not active until 1982, and didn’t fight again until February 1983.
Randall was a fighter and winner from 1983 until June of 1985 when he took on the future and former champ Edwin Rosario and lost a unanimous decision in 10 rounds.
Randall then signed with promoter Don King and spent the next six and a half years fighting on the undercards of various championship fights promoted by King. He won all 17 of those fights, and on January 30, 1993, earned another title shot when he knocked out Rosario in the seventh round of a rematch.
