Caprio (born on May 10 in 1966) is a famous American Banker and politician from Rhode Island. His 20-year political career included his election to the position of General Treasurer for Rhode Island. He was the first campaigner to be elected in the United States to use on-demand television to get voters’ attention and was among the very first presidential candidates to create the Internet TV channel for use during a campaign the year 2006. Caprio is one of the Democratic Party nominee in the 2010 Rhode Island gubernatorial election, losing to Independent candidate Lincoln Chafee, who won with 36 percent of the votes. He was a candidate in his Democratic nomination for the office of General Treasurer in 2014 but was defeated by the first-time presidential candidate Seth Magaziner. He is also a managing Director for Chatham Capital, a mezzanine finance firm that has three offices: Atlanta, Dallas and Providence.
On the 7th of November in 2007 Caprio who was the candidate endorsed by the Democratic Party, was elected the General Treasurer for Rhode Island, receiving 73 percent of the vote. Caprio won by a bigger margin than any other candidate running to a state-wide office that was contested for the Rhode Island ballot in 2006.
Caprio’s approach to assessing and managing risk has helped ensure that the public funds managed by his office avoid the investment losses now plaguing other states. During Caprio’s term the Rhode Island State Pension fund outperformed the States of Massachusetts and California State Pension funds as well as the Harvard endowment. In the midst of the 2008 market collapse, Caprio established a financial “SWAT team” of Rhode Island’s top financial minds to ensure the State’s protection from AIG’s collapse. For the fiscal year 2010 a national study was done by the Maryland Public Policy Institute which found that Rhode Island’s pension plan under Frank Caprio paid some of the lowest fees to outside money managers when compared to the other 49 states.
In 2010, Caprio was the Democratic nominee for the Rhode Island gubernatorial election. He ran on the platform of advancing small business. After learning that President Barack Obama would not endorse him in the election, Caprio said that Obama could “take his endorsement and really shove it.” The Huffington Post suggested that Obama did not endorse Caprio out of respect for Lincoln Chafee, the Independent nominee who had endorsed Obama in 2008.
Following the two years, Caprio spent the next 12 years as a member of the Rhode Island Senate, where he was the chair of the Senate Finance Committee in 2001-2002. In that post, Caprio saved an annual $5 million affordable housing program from being eliminated by Governor John Lynch in 2001. Then, he proposed and implemented a plan to increase the program from $5 million to $10 million by means of an affordable housing loan. He also was a co-sponsor of legislation to increase the annual bond of $10 million to 50 million in a affordable housing trust fund. This housing plan was ratified by the citizens in the year 2006.

Frank T. Caprio is the eldest son from Joyce as well as judge Frank Caprio, and he is the son of Rhode Island State Representative David Caprio. His paternal grandfather was a native of into Naples, Italy. He was a student at the public school at Narragansett, Rhode Island, and graduated from Bishop Hendricken High School in 1984. He graduated with a degree in economics at Harvard University in 1988. When he was at Harvard, Caprio was captain of the Harvard baseball team. When he was in 1990 studying law, Caprio was elected to the Rhode Island House of Representatives for District 14 (Providence). He was elected for two terms as a state rep and traveled via train during classes at Boston each day along with legislative session in Providence in the afternoon.
Caprio also led the debate on phasing out Rhode Island’s capital gains tax, which would allow Rhode Islanders to have the nation’s lowest tax rate on their stock and real estate profits. This tax change became law in 2007. He was removed from his chairmanship by Senate leadership in 2002 as a result of his outspoken advocacy of the Separation of Powers amendment. After some of the Senate leaders were removed from office in 2003, the amendment passed the legislature and became law after a statewide vote. In 2004, Caprio was named chair of the Senate Commerce, Housing, and Municipal Government Committee.
