Boccia was the Councilor of the economics of the city of Bari from July 2004 until October 2006, and is believed to be close to the former Bari mayor Bari as well as president of Apulia Michele Emiliano.
During the Prodi II Cabinet, from 2006 to 2008, he has been Head of the Department for the Development of Territorial Economies of the Presidency of the Council of Ministers, and was as well the liquidator commissioner and chairman of the extraordinary organ of liquidation of the financial instability of the city of Taranto.
He has been elected for the first time at the Chamber of Deputies in 2008, and has been re-elected in 2013 and in 2018.
He was the advisor to the economy to Minister for Industry Enrico Letta from 1998 until 2001. He then shortly after, he was a member of The Daisy.

He tries once again to run for the primaries in view of the 2010 regional elections, but is again defeated by Vendola.
