Florencio Abad is one of the most popular and richest Politician who was born on July 13, 1954 in Sampaloc, Quezon, Quezon, Philippines. Abad was born the 13th of July 1954 at Sampaloc, Manila to a political family from Batanes province. His parents were late Jorge Abad, five-time Liberal Congressman and Secretary of the Department of Public Works, Transportation and Communications during the administration of late President Diosdado Macapagal. He was also the father of Aurora Abad, former governor and congresswoman from Batanes.

In July 24, 2004 the then president Gloria Macapagal-Arroyo named Abad to the post of Secretary for the Department of Education. The elimination from “culture” and “sports” from the Department of Education, Culture and Sports (DECS) was his plan, and was as per the view that the Department’s main focus should be solely on elementary education. To simplify operations He advocated for the establishment of three organizations for the various educational levels: DepEd for elementary and secondary education and the Commission on Higher Education (CHED) for higher education as well as the Technology Education and Skills Development Authority (TESDA) for technical and vocational education.

Abad is married to former Ateneo School of Government director and Batanes Rep. Henedina Razon-Abad and is father to four: Presidential Management Staff (PMS) chief Sec. Julia Abad, Pio Emmanuel Abad, Luis Andres Abad, and Cecilia Paz Abad. He is the brother of internationally acclaimed visual artist Pacita Abad. He lost his wife on 8 October 2017, when she died of cancer at the age of 62.

He was a student with Lourdes School Quezon City. He completed his high school and earned his Bachelor of Science in Business Management as well as Master of Laws at the Ateneo de Manila University. He was able to pass his Bar Examination in 1985. He graduated with a Masters in Public Administration at the John F. Kennedy School of Government in Harvard University in Cambridge, Massachusetts as a participant in the Edward Mason Program in Public Policy and Management.

Florencio “Butch” Barsana Abad (born July 13th 1954) is a Filipino politician and lawyer. He has held various cabinet positions in the past and was later selected by the President Benigno Aquino III as Secretary of the Philippine Department of Budget and Management. Abad held several cabinet-level posts previously, including being Secretary of the Department of Education and Secretary of the Department of Agrarian Reform.

Abad was a trade unionist in the Federation of Free Workers and Ateneo Workers College from 1977 to 1979. He also served as the research director at the Ateneo Center for Social Policy and Public Affairs. In the year that it was announced that the Congress of the Philippines was reinstated after 1987 Abad made his first campaign to be a member of Congress for Batanes in the Lone District of Batanes where Abad was a vocal advocate for agrarian reforms in the national legislative body. He served until the time of his appointment to his short time serving as the Secretary of the Department of Agrarian Reform and was again a candidate to Congress in 1995. He then completed the third term in 2004.

Amid calls for the resignation of Arroyo due to her links to the Hello Garci scandal in 2004, Abad resigned his post and became a critic of the former president. He served as the campaign manager of the Liberal Party in the 2010 presidential elections, where the party standard-bearer Benigno Aquino III, then a senator, won the race. Aquino appointed him Budget Secretary when the former assumed the presidency in June 30, 2010.
