In the general election of 2006, Bubbico is elected Senator and is backed by The Union coalition, leaving the post once he’s named Undersecretary to the Ministry of Economic Development, under the direction under the direction of Pier Luigi Bersani, in the Prodi II Cabinet.
Bubbico ran for a seat in the Chamber of Deputies at the 2018 election with Free and Equal, but failed the election.
In the local elections held in Basilicata in 2000, Bubbico ran for the Presidency of Basilicata as the leader of a coalition that was centre-left called The Olive Tree. Bubbico was elected president by a majority of 63% votes. He was president until 2005 and was then succeeded by Vito De Filippo.

After completing his certificate in architecture, in 1979 from the Sapienza University in Rome, Bubbico became a member of his first party, the Italian Communist Party, with whom he served in the post of mayor in his hometown Montescaglioso from 1980 until 1985.
The year 1985 was the time that Bubbico was the very first to be a member into the Regional Council of Basilicata and in 1987, he was appointed Provincial Secretary of the Italian Communist Party in Matera. Later, he was a part of in the Democratic Party of the Left and later to the Democrats of the Left.
Bubbico is re-elected Senator at the 2008 election and the 2013 election with the Democratic Party. From 2013 to 2017, Bubbico has been appointed Deputy Minister of the Ministry of the Interior in the Letta, Renzi and Gentiloni cabinets.
