Cheri was appointed as the Titular bishop of Membressa and Auxiliary Bishop of New Orleans by Pope Francis on 12 January 2015. His episcopal ordination was held in March 23rd, 2015 in the Saint Louis Cathedral Basilica The King of France. The Archbishop Gregory Aymond of New Orleans was the bishop who ordain him. Archbishop Wilton Gregory of Atlanta and Bishop J. Terry Steib, SVD from Memphis were co-consecrators.

After his ordination Cheri was the parochial vicar of Our Lady of Lourdes Parish in New Orleans and St. Joseph the Worker Parish in Marrero, Louisiana from 1978 until 1984. Then he became an administrator of St. Joseph the Worker in 1984. Following an entire year, he became his pastor for St. Francis de Sales Parish in New Orleans from 1985 to 1990. He was the the administrator for St. Theresa of the Child Jesus Parish in New Orleans from 1990 to 1991. Cheri was admitted to the novitiate in the Sacred Heart Province of the Order of Friars Minor, also known as the Franciscans in 1992. He took vows solemnly in the order on the 26th of August in 1996.

Fernand Joseph Cheri, III was born in New Orleans to Fernand Jr. and Gladys Cheri He received his high school education at St. John Vianney Preparatory Seminary in New Orleans. He then went on to study in St. Joseph Seminary College in Covington, Louisiana and Notre Dame Seminary in New Orleans. He was ordained as a priest of the Archdiocese of New Orleans by Archbishop Philip Hannan on May 20 1978. After his ordination , he was awarded an advanced degree in theology from the Xavier Louisiana’s Institute for Black Catholic Studies.

As an Franciscan, Cheri served as Chaplain at Hales Franciscan High School situated in Chicago from 1994 until 1996. He was the Pastor of St. Vincent de Paul Parish in Nashville, Tennessee from 1996 until 2002. In that time, he was a member of the provincial council of the Franciscan Province the Sacred Heart between 1999 until 2002. Cheri is placed in St. Benedict the Black Friary in East St. Louis, Illinois from 2002 until 2007 and taught in the high secondary school at East St. Louis. He was a continuing education instructor between 2007 and 2008 and was then director for the Office of Friar Life in East St. Louis from 2008 until 2009, as well as the associate director of the campus ministerial for Xavier University in New Orleans between 2010 and the year 2011. He was director of the campus ministries for Quincy University and as vicar of the Holy Cross Friary in Quincy, Illinois from 2011 to the year 2015. Cheri has published articles and written books on Black Catholic liturgy and was an archivist of Black sacred music.
