Harboe obtained his law degree at the Central University of Chile. Under the leadership under Ricardo Lagos, Harboe served as a member of the Santiago Intendancy, in the Secretary-General’s Ministry in the presidency of Chile as well as within the Ministry of the Interior of Chile as the Deputy Minister of Carabineros de Chile. He was appointed the Deputy Interior Minister in January 30th of 2006 by Lagos who remained there after Michelle Bachelet took office. As the Undersecretary, Harboe was required to take the oath as one of the new ministers at the administration change on March 11, 2006.

On March 13, 2009, Harboe was appointed by his party to take the vacant seat of former Deputy Carolina Tohá, who was chosen one day earlier by President Michelle Bachelet as Minister Secretary General of Government, in the District 22 of Santiago Centro, the same seat that he was campaigning for, and for which he is expected to run in the next Parliamentary Elections. He was sworn in on March 19, 2009.
