Feliks Tsolakyan is one of the most popular and richest Governor who was born on January 27, 1952 in Nerkin Dzhrapi, Shirak, Armenia. Feliks Hostegovi Tsolakyan (Armenian Feliks Tsolakyan, born on 27 January 1952) is an Armenian politician and is the Minister in charge of Emergencies Situations.
In 2013 the year 2013, he was elected as the Governor for Shirak Marz, which he held until 2016. In 2016, he was elected to the National Assembly in the 2017 Armenian Parliamentary election, which was for the 11th district electoral district (Shirak) in the Armenian Republican Party’s election lists. Tsolakyan was appointed Minister of emergency Situations of Armenia on 4 October, 2018 following the removal and replacement of his former counterpart by the Prime Minister Nikol Pashinyan.

Tsolakyan started his career at Ararat Industrial and Technological College after he graduated in 1974. In the year 1980, he was a member of the State Security Committee, where the police were his employers at Goris as well as Yeghegnadzor. He was appointed in 1996 to was the head of the State Security Committee of the Shirak region before becoming the head of the Control Service of the President of the Republic of the Armenia in 1999. From 2003 until 2007 he was the head of the State Tax Service. From 2007 until 2013 He was the Deputy Director for the National Security Service in the Armenian civil service.
Tsolakyan was born in Nerkin Dzhrapi, Ani region of the Armenian SSR, Soviet Union. Tsolakyan completed his studies in the department of history at Yerevan State University in 1974.
On 1 May 2018, Tsolakyan was the sole member of the Republican Party of Armenia caucus who voted in favour of electing Nikol Pashinyan to the position of Prime Minister.
