In Karachi, Sattar was educated at the Jinnah Sindh Medical University, Karachi. Sattar started his career as a politician in the year 1987, as mayor of Karachi. He was elected in 1993 to was elected as the leader of opposition of the Provincial Assembly of Sindh and was an elected member of both the federal and provincial cabinet in different positions, from 1997. He was the provincial minister in the Sindh administration from 1997 until 1999, and was his Federal Minister of Pakistanis from 1997 to 1999 and as the Federal Minister for Pakistanis from 2008 until 2013.

He had been the deputy convener of the MQM as well its parliamentary leader in the National Assembly of Pakistan. He had been a member of the National Assembly of Pakistan and Provincial Assembly of Sindh since 1988, representing Karachi.

Sattar was re-elected as the member of the National Assembly of Pakistan for the second time in 1990 Pakistani general election on the ticket on MQM from Karachi’s south constituency.
