Manning was the Progressive Conservative and later as an independent member of the House of Assembly for the district of Placentia and St. Mary’s from 1999 until 2005. Between 2006 and 2008, Manning served as the Conservative Party of Canada Member of Parliament for the district of Avalon. Following his defeat in the 2009 federal elections Manning was elected as a senator in Senate of Canada. Senate of Canada on January 2nd of 2009. He quit his Senate seat on March 28, 2011 and vowed to run for reelection in his old seat of Avalon during the Federal election. However, he was not successful. The Prime Stephen Harper Stephen Harper re- appointed Manning to the Senate on May 25 2011.
In the latter part of August 2007, Manning criticized in late August 2007 the Liberal environmental plan, claiming that it would make an Hebron offshore oil mega-project “dead on arrival.” Scott Simms, a Liberal MP from central Newfoundland was adamantly against Manning’s allegations and said that the Hebron project was not removed. He also said Manning’s remarks were much to do trying to gain the support of Stephen Harper (who was in a dispute with the Premier Danny Williams), and in reviving supporters of the Conservative party that had dropped to just 17% of the voters.
Manning ran for re-election in Avalon in the October 2008 election and was defeated by Liberal Scott Andrews.
Manning was selected by Stephen Harper for appointment to the Senate on January 2, 2009. Manning resigned his seat in the senate on March 28, 2011 in order to run in the 2011 federal election in a bid to retake the same seat he had lost in 2008. Manning’s bid for the riding of Avalon was unsuccessful.
Then, in the month of May, 2005, he had been voted from the province’s Progressive Conservative caucus because he openly criticized the crab management policies of the government. Manning was an Independent Progressive Conservative member for the remainder time of the term. As an opposition member, Manning served as the critic for the ministers of Tourism, Culture, and Recreation; Employment and Labour; Government Services and Lands; Human Resources and Employment as well as Youth Services and post secondary education. Manning was the Parliamentary Assistant for the leader of the Opposition and being a participant in the Progressive Conservative Caucus Strategy Committee and a member of the Public Accounts Committee.

Born to St. Bride’s, he was on the town’s council. Also, he served as a leading person in the Cape Shore Regional Development Association before being elected to Newfoundland and Labrador House of Assembly in 1993 as an Progressive Conservative. He was first elected to the The Capes of St. Mary’s-The Capes. In 1996, he was defeated in the redistributed seat in Placentia as well as St. Mary’s, but was elected in 1999.
Then, in December of 2005 following being ejected out of the Provincial Progressive Conservative caucus, Manning left the House of Assembly to pursue his seat in the House of Commons of Canada. Avalon was previously served by John Efford, a Liberal cabinet minister who was elected by an overwhelming margin in 2004. In the absence of the incumbent’s powerful position Manning, however Manning was able take the seat of the federal Conservatives in the federal election, winning 51.55 percent of the vote.
Manning spoke in favour of the federal government’s 2007 budget, saying, “Our government has kept its commitment to honor and respect the Atlantic Accord.” The provincial government of Newfoundland and Labrador and Premier Danny Williams in particular have opposed the budget which contains revisions to a previously agreed upon equalization formula.
