In early 2018 the Apostolic Nuncio of the Democratic Republic of the Congo (DRC) Archbishop Luis Mariano Montemayor was went back to Rome after being declared persona non-grata over his comments about DRC president Joseph Kabila. On the 6th of July Balestrero was sent by the Holy See sent Balestrero to the nunciature of the DRC to settle the DRC’s issues (per the disbrigo degli affari) even though the DRC did not grant him an honorary title in the nunciature.

As Undersecretary, Balestrero was the Vatican’s representative to Moneyval, the arm of the Council of Europe charged with the prevention of money laundering and the financing of terrorism. Moneyval’s July 2016 assessment showed the Vatican had substantially improved its compliance, though it identified ongoing problems as well. Balestrero accepted its judgements and said the report was “not an end, but a milestone in our continuing efforts … an important passage in our continuing efforts to marry moral commitments to technical excellence.

On the 22nd of February, 2013, during the final week of the pontificate of Pope Benedict XVI, Balestrero was named apostolic nuncio for Colombia as well as Titular Archbishop for Vittoriana. His episcopal consecration was received by Cardinal Tarcisio Bertone on the 27th of April. In Colombia he backed the government’s agreement with the FARC rebel group and the peace deal signed in November 2016 led to a papal trip to Colombia in the year 2017.
