She was the oldest girl of Jose Luis Aguirre Borrell, an accomplished lawyer as well as Piedad Gil de Biedma de Seoane, the sister of writer Jaime Gil de Biedma. Aguirre is also the second cousin to photojournalist Ouka Leele. She was a student at the La Asuncion School and in the British Council School of Madrid and was awarded an honors diploma of Law in the Complutense University of Madrid in 1974. In addition to Spanish She is proficient in English as well as French and has a basic understanding that are Italian as well as “understands” Catalan.

From her very beginning, Aguirre was a member in the Club Liberal of Madrid, which was headed by Pedro Schwartz. Schwartz was believed to have played a significant role in the beginning of Aguirre’s political career. In 1983 Schwartz was the person that convinced her who was being a civil servant at the time, to run for office for the Madrid municipal elections, which were on The list for the alliance of the Schwartz’s Liberal Union, the People’s Alliance and the People’s Democratic Party. The election was her first as the municipal representative. In opposition she was part of the Standing Committee of the Madrid City Council and an CP spokesperson for the subjects in Culture, Education, Youth and Sports Affairs and the Moncloa Aravaca district. In the event that she joined the Liberal Union merged with the Liberal Party in December 1984 she was a member of various roles within both the National Executive and the Political Council of Jose Antonio Segurado’s Liberal Party.

The PP won a council majority in the 1991 election and José María Álvarez del Manzano was subsequently invested as new mayor, with Aguirre remaining in the municipal government board. Two years later, in 1993, in the reshuffle that followed the fall from grace of firebrand councillor Ángel Matanzo, she assumed additional competences becoming Councillor of Environment, Education, Culture and Sports. In June 1995, after the May election, she became the municipal spokeswoman of the PP and first deputy mayor. Soon after, she was also appointed by the City Council to the Caja Madrid Board of Governors.

Aguirre, a Senator since 1996, was elected President of the Senate in February 1999, the first woman to do so. In March 2000, she was re-elected Senator for Madrid, becoming the top-voted candidate in Spain with 1.55 million votes and 50.7% of the popular vote, a percentage record still unbroken. She resigned in 2002 to run for the Presidency of the Autonomous Community of Madrid in the regional Assembly elections of 2003. She was substituted as President of the Senate by Juan José Lucas.

In 1976, Aguirre joined the ranks of an official of the civil service, and was a part of the Information Corps of the Tourism’s Technical Staff. She was in charge of the Department of Publicity and Tourism which she held until 1979. In the following years, she held various positions in the Ministry of Culture, serving various Ministers in those Democratic Centre Union governments; specifically, she was appointed as the Minister of Prime Ministry himself. The year 1979 was the time she became the chief of staff to the general director of literature and Cinematography. She was appointed as Deputy General Director of studies in the Technical General Secretariat of the Ministry of Culture in 1980. She was made Deputy General Director of the advisory staff for the Secretary of State for Culture. Her last post in the Administration was that of the Deputy General Director of Cultural Associations.
