He was a former politician as well. He served in the Norwegian government from 2005 to 2012 as Minister of International Development and Minister of the Environment, and as Under-Secretary-General of the United Nations and Executive Director of the United Nations Environment Programme from 2016 to 2018. Solheim is part of the Green Party.

Since the beginning of 2000, he received a leave from the parliament in order to serve as the special advisor of the Norwegian Ministry of Foreign Affairs in Sri Lanka. He would later become an one of the more well-known people in the peace talks with both the Sri Lankan government and the Tamil Tigers.

Solheim helped negotiate a truce in 2002. On 17 October 2005, he continued his engagement with international affairs when he was appointed Minister of International Development in the cabinet of Prime Minister Jens Stoltenberg. In this position, he was able to continue his work on the Sri Lanka issue.

Solheim was appointed Minister of International Development on 17 October 2005 as part of Stoltenberg’s Second Cabinet, the first time Solheim’s party sat in the Cabinet. On 18 October 2007, he was also appointed Minister of the Environment. He held both posts until 23 March 2012, when he was—against his own wish—moved by newly appointed party leader Audun Lysbakken.

Solheim was previously a political figure in Solheim was a former member of the Socialist Left Party (SV) and was the leader of its youth division, known as the Socialist Youth, from 1977 until 1981. He served as the party’s secretary from 1981 until 1985, and was an elected Member of the Parliament of Norway from 1989 until 2001. Solheim was the leader of Norway’s Socialist Left Party from 1987 until 1997. In Solheim’s time as the party’s leader, the party shifted towards the center and abandoned some of its hard-left policies. In the party itself, Solheim is considered to be part of the right wing and his changes made Solheim highly unpopular in the left-wing in his own political party.

Solheim was born in Oslo, Solheim attended high school at Oslo Cathedral School and, after completing conscription with the Norwegian Air Force in Bodo (1974-75) completed his studies at Oslo’s University of Oslo in 1980 with the cand.mag. degree, after having studied the fields of sociology, history and political sciences. After spending 11 years in the Norwegian parliament the politician worked for five years at an office in the Norwegian Ministry of Foreign Affairs before being appointed Minister.

Solheim is the head in the Socialist Youth 1977-1980 and party secretary for the Socialist Left Party 1981-1985. The year 1987 saw him was elected the leader of the Socialist Left Party and rose quickly to become a renowned name within Norwegian politics. In the election of 1989, Solheim was elected to the Norwegian the Norwegian Parliament of Sor-Trondelag at what turned out to be the time SVs greatest election, but it was not elected in the subsequent two election results (in 1998 and in 1997 Solheim got elected in 1997 in 1997 from Oslo). Solheim faced a lot of controversy with his own group due to the fact that it was believed that he was too conservative. In 1997 after ten years as the party’s leader, he decided to step to the side and was replaced by Kristin Halvorsen. In the 1990s, Solheim was among the top well-known names in Norwegian politicsand led the party to increasing popularity. In the last few years, he has received criticism from his former party members for adjusting his views regarding his views on the European Union and becoming a proponent of Norway’s participation in NATO.

In 2000 Solheim left Norwegian politics to take up an appointment as a special adviser in the Ministry of Foreign Affairs working as a participant in the Norwegian delegation that unsuccessfully attempted to resolve the Sri Lankan Civil War before the outbreak of Eelam War IV. Solheim returned to Norwegian politics in 2005 when he was appointed Minister of International Development. In 2007 he additionally became the Minister of the Environment, and he held both offices until 2012.
