Emma Boona Biography

Emma Boona is one of the most popular and richest Politician who was born on February 17, 1954 in Mbarara, Mbarara District, Uganda. Boona was born in Bushenyi, Ankole sub-region, on 17 February 1954 to an Christian family from the Banyankole. Her primary education was through St. Cecilia Girls’ School Kitabi-Bushenyi as well as St. Helen’s Primary School in Mbarara before obtaining an PLE certificate in the year 1967.

Boona continued her studies at Makerere University where she attained the degree of Bachelor of Arts with the Diploma in Education in 1977. She graduated in 2006 and obtained an advanced master’s degree in Planning and Management of education in the Mbarara University of Science and Technology (MUST).

In 2006, Boona continued to serve the people of Mbarara albeit in a different capacity, she bid for the Mbarara District Woman Representative seat on the NRM ticket and won both the party’s primaries in 2005 and the general elections in 2006 to become a member of the 8th Parliament for the Pearl of Africa. In 2011, she was reelected by the constituents of Mbarara for another five-year term but lost out to Rosette Kajungu Mutambi in the 2015 NRM party primary elections in her third attempt to represent the constituency.

During her time in the legislative body, she served as the vice chairperson of the Public Service & Local Government Committee and as a member of both the Committee on Finance, Planning and Economic Development and the Public Accounts Committee. She was also a member of the NRM Parliamentary Caucus and the Uganda Women’s Parliamentary Association (UWOPA).

After completing the bachelor’s qualification in 1977 Boona was a teacher of humanities as well as social science at various secondary schools across Western Uganda up until 1984 when she was appointed headteacher of Mbarara Secondary School, where she served as the school’s top administrator for 14 years. When she was appointed headteacher in the year 1991, she was appointed the deputy mayor of Mbarara Municipality and served in this capacity until 1998 , when she was elected the LC5 vice chairperson of the Mbarara District.
