Emilia Tabalanza Boncodin (May 25 1954 to March 15 10th, 2010) was a Filipino accountant, professor and public service. She was Secretary for the Philippine Department of Budget and Management under the leadership of Gloria Macapagal- Arroyo. She also was an instructor in the National College of Public Administration and Governance at the University of the Philippines Diliman until her death in 2010.

Boncodin was identified as in need of kidney transplants in 2005 due to an inherited polycystic kidney disease. Her sister was picked as a possible donor after it was concluded that she was the perfect match. However, Boncodin wanted to delay the procedure until after the Philippine Congress has passed the budget for that year.

Boncodin was a member of the Hyatt 10, a group of Cabinet officials who quit their posts in 2005 during the height of the “Hello, Garci” scandal then rocking the Arroyo administration.

In 2009, she joined the board of directors of Petron as an independent director.

In 1989 she was appointed Assistant Secretary and undersecretary of DBM in the year 1991. She was appointed to in the Cabinet of the President Gloria Macapagal-Arroyo in 2001.
