Ella Aleksandrovna Pafilova (Ella Aleksandrovna Pafilova; born 12 September 1953in Almalyk, Uzbek SSR, USSR) is an Russian politician who was a former member in the State Duma, candidate for president in 2000, and the former chairman (2004 from 2004 to the year 2010) of the Civil Society Institution and Human Rights Council of the Russian Federation. On March 18, 2014, she was appointed Russia’s Commissioner for Human Rights, succeeding Vladimir Lukin. On the 28th of March, 2016, she became the Chair of the Central Election Commission of Russia.

Since 2004, she has been the chief of Putin’s Human Right Commission.

In 2000, she was the first woman as a candidate in the Russian president’s election. But she was faced with a hefty opposition by Yabloko chief Grigory Yanvlinsky to win the votes of the liberals and her share of the vote was small.

Pamfilova began her career at the central engineering and repair works located in Moscow working as an engineer. Pamfilova was the very first female to lead the state-controlled pet food corporation “Belka,” which she was in charge of from 1984 until 1986. She later became an official of the people’s Deputy from the USSR and also a member of the Supreme Soviet of the USSR.
