Barrett-Anderson received her B.A. in her alma mater, the University of San Francisco and her J.D. in University of San Francisco and her J.D. at the University of Santa Clara School of Law. It was her first Chamorro woman to be accepted as a lawyer in Guam. She ran an attorney-at-law practice privately at Guam prior to being named Attorney General under Governor Joseph Franklin Ada in 1987. She later was elected to the post.
In 2014, nearly 20 years after her departure from the office that of attorney general, she ran to run for office and won by beating the incumbent Leonardo Rapadas by a wide margin during the November 2014 general election.
She quit from her position as Attorney General in the year 1994 in order to run as a member of the Guam Legislature and had two terms. In 1997 she was named to the Superior Court of Guam by Governor Carl T.C. Gutierrez. She was confirmed as a judge by Guam’s Legislature in 1998.

She was the attorney general of Guam which is a U.S. territory, from 1987 until 1994, and then between 2015 and the year 2019. Her tenure is among the longest in Guamanian history. She was also the first woman in Guam to serve as Guam’s attorney general.
The year was 1990 and she was against the passing of a law that restricted abortions to situations in which the mother’s life is in danger. As it became the most restricting abortion legislation on the U.S., she said her position was “now shifted to one of law enforcement”.
In April 2015, Barrett-Anderson ordered the director of the Guam Department of Public Health and Social Services to begin processing same-sex marriage licenses on April 15, 2015, which would have made Guam the first U.S. territory to allow same-sex marriage.
