She was the chairperson of the Conference of European National Librarians the European Union’s network of national libraries between 2005 and 2011.
In March 2018, Niggeman was awarded Chevalier of the Ordre des Arts et des Lettres by the French government.
Niggemann became the Director General of the German National Library in 1999. In 2019 she announced her retirement, with Frank Scholze taking her place as Director General as of January 1, 2020.
She was the inaugural chairman of the Europeana Foundation, from 2007 until 2011, contributing to establish and strengthen the online platform to preserve cultural heritage. She was reelected chair in September 2017 as well as leading the Board of the Foundation to ensure the long-term sustainability of Europeana.

Elisabeth Niggemann (born April 2 1954) is an German librarian who specializes in digitization and preservation of heritage cultural assets. From 1999 until 2019, she was the Director General for the German National Library.
Niggemann began her career as a librarian in 1987 in her first library, the German National Library of Medicine as the head of the department of acquisitions. In 1989, she was appointed the head of cataloguing and subjects indexing for the University and State Library at Heinrich Heine Universität Dusseldorf and in 1994, she was appointed director of the library. From 1990 to 1995 , she taught the fields of information and library sciences as a professor at Heinrich Heine University.
Niggemann is one of the editors of Zeitschrift für Bibliothekswesen und Bibliographie. She has also written or co-written a number of reports on cultural heritage strategies, including The New Renaissance (2011) and Fachinformationsdienste statt Sondersammelgebiete (2014).
