Eliot Shapleigh is one of the most popular and richest Politician who was born on November 11, 1952 in El Paso, Texas, United States. Shapleigh was the leader of the opposition to the opening of the ASARCO- operated smelter that was located in the downtown area of El Paso since 1887. The smelter that was closed in 1999 because of low copper prices, applied an air permit renewal to the Texas Commission on Environmental Quality in 2002. With the help of leaders from the three-stateregion, which is a two-nation, Shapleigh and hundreds of activists from El Paso, Juarez, and New Mexico placed enormous pressure on the company to justify the introduction of more than 7,000 tons of pollutants into the air in El Paso. Eight years later, TCEQ Commissioners granted the permit in a 3-0 vote. It was the Environmental Protection Agency soon intervened but cited a number of issues with the permit process and ASARCO’s air-control equipment. In the end, ASARCO declared that its El Paso smelter would not be reopened. As of July 2009 it is believed that the property will be placed into an Environmental Remediation Trust in order that it can be cleaned out using funds that ASARCO received through its bankruptcy.

The year 1992 was when Shapleigh along with the rest of the liberal El Paso civic leaders to create Unite El Paso. The group of leaders who were emerging determined to increase the per-capita income of El Paso and create a sustainable economic model that could support the future of expansion. In the 1950s in which El Paso’s per capita income was 20 percent more than the Texas average The El Paso per capita income began to see a dramatic decrease. In 2000, the levels had dropped to 30 percent lower than that of the average state.

Shapleigh co-founded Community Scholars, Inc., El Paso’s youth leadership program. With a vision of developing the regional community leaders of tomorrow, Community Scholars is a youth leadership development internship program that provides public policy research opportunities for high school sophomores, juniors, and college students. The summer program began in 1998 and operates under Community Scholars, Inc., a grass roots nonprofit corporation.

As a result of the Unite El Paso movement, Shapleigh organized the 1998 El Paso Economic Summit, along with civic leaders such as Woody Hunt, UTEP President Diana Natalicio, and Mayor Carlos Ramirez. Hundreds assembled at UTEP to describe a communitywide effort to build capacity for higher wage jobs in El Paso. At that gathering, the number one goal for El Paso’s future was identified as establishing a four-year medical school as the anchor of a joint institution Medical Center of the Americas.

Then, Shapleigh, County Attorney Jose Rodriguez, Woody Hunt, Robert Brown, John Montford and others were involved in discussions regarding the best way to set up the medical school and the institution that would be the best choice to carry out the plan. In the end, the Texas Tech University System Board of Regents established an all-year medical school located in El Paso an important goal of the System. In the upcoming legislative sessions there will be incremental progress to establish the state’s ninth medical college and the first since 1977. It was in 2009 that the very first medical students from El Paso’s medical college began their studies on the campus. El Paso Medical School El Paso Medical School was the first medical school established inside the U.S. in 30 years. It is also the only medical school with a four-year degree located on the border between Mexico and the United States.

Shapleigh was a graduate of Rice University in 1974 and was a member of the Peace Corps in Sierra Leone, West Africa until 1977. He continued his studies at The University of Texas School of Law where he graduated in 1981. The following year, Shapleigh founded his own law firm along with two partners. Today, he is director of Shapleigh Law Firm, PC.

In 1994, Shapleigh, at the request of Judge Edward Marquez of the 65th District Court, was sworn in as an ad litem for the El Paso Court of Inquiry. Several prominent El Paso lawyers joined Judge Marquez to investigate whether the constitutional rights of the citizens of El Paso had been denied due to historically inadequate funding in the areas of transportation, mental health, and nutrition. Judge Marquez later issued an historic and groundbreaking report that identified significant disparities in funding that affected border economic and educational outcomes. Among the several findings in the report, some later became important statewide issues, including state highway funding. In 1999, then Texas Comptroller John Sharp issued a report outlining the various inequities faced by Texas border communities when compared to the rest of the state.
