Before the appointment of ambassador of Liberia at the end of 2005 worked as the Deputy Director of the Office of Southern African Affairs and director of the Office of West African Affairs and director of the Office of Technical and Specialized Agencies within the state department’s Bureau of International Organization Affairs.
He was nominated to be ambassador to Ethiopia through the President Barack Obama on December 9 2009, and approved by the U.S. Senate. He was named the U.S. Special Envoy to Sudan and South Sudan by President Obama on the 28th of August 2013. Booth was his US Special Envoy for Sudan as well as South Sudan until 2017. He was the leader of an effort by the U.S. government’s efforts in order to “normalize relations” with the brutal regime of genocidal violence in Sudan and has repeatedly worked to ease the process for Sudan to comply with U.S. obligations to lift sanctions against Sudan. Then, in South Sudan, Booth oversaw U.S. policy that sidelined Vice President Riek Machar, and consolidated U.S. support for President Salva Kiir despite Kiir’s ongoing efforts to block peace efforts and to sponsor massive atrocities. The decision to sideline Machar and stating that he shouldn’t return to Juba made the conflict worse as well as strengthened Kiir’s power and was an implicit acceptance of Kiir’s army’s continuing violations of human rights and atrocities that were committed on those of South Sudanese people.
