On the 12th of August 2013 Waters was signed by the Liga ACB club Basquet Manresa from Spain in the 2013-14 football season. The 14th of January, 2014 Manresa parted ways with him. The next day after, he joined the Basketball Bundesliga club s.Oliver Baskets in Germany for the remainder of 2013-14.
On July 29, 2015, he signed a one-year deal with Aris Thessaloniki of Greece.
On October 6, 2016, he signed with the LBA club Pallacanestro Cantù of Italy. On December 27, 2016, he left Cantù, and signed with the Greek team Olympiacos for the rest of the 2016–17 season. Waters played in 21 EuroLeague games with the Reds, including an appearance in the championship game of the 2017 EuroLeague Final Four versus Fenerbahçe, and counted 4.1 points plus 1.5 assists per game on average. On March 2, 2017, he achieved a career-high by scoring 14 points at Menora Mivtachim Arena of Tel Aviv against Israeli powerhouse Maccabi. At the end of the season, Waters left Olympiacos after team’s failure to defend the national league title in a dramatic best-of-five finals series versus rivals Panathinaikos.
On the 29th of July 2012 Waters was signed to a 1-year contract in the ABA League and Union Olimpija of the Slovenian Basketball League and the ABA League. Then, in December of 2012, Waters resigned from Olimpija. On January 2nd 2013 the club signed him in with Hapoel Holon of Israel, for the remainder of the 2012-13 season.

After finishing his studies at Portland State, Waters joined the Portland Showtime for the 2010 NABL season. On November 1, 2014, Waters was selected by the Grand Rapids Drive in the third round of the 2014 NBA Development League Draft. On November 21, 2014, he was released by the Drive, after averaging 3.0 points and 3.5 rebounds in two games. On December 17, 2014, he signed with Kolossos Rodou of Greece for the rest of the Greek Basket League’s 2014–15 season.
