Lieven was educated at Downside School, a Benedictine Roman Catholic boarding independent school in Stratton-on-the-Fosse, near Shepton Mallet in Somerset, followed by Christ’s College, Cambridge, where he graduated top of the class of 1973 (Double First with Distinction), and was a Kennedy Scholar at Harvard University in 1973/4.

Dominic Lieven is the second son and the third son and third child (of five siblings) of Alexander Lieven (of the Baltic German princely family, with his ancestry back through Liv Chieftain Kaupo) through his former wife, the Irishwoman Veronica Monahan (d. 1979). He is the older cousin of the Anatol Lieven as well as Nathalie Lieven and QC as well as a son of Elena Lieven and distantly related to Christopher Lieven (1774-1839), who served as the ambassador in the Court of St James from Imperial Russia over the period 1812 to 1834 and his wife was Dorothea von Beckendorff, later the princess Lieven (1785-1857) was a prominent hostess at the society of Saint Petersburg and influential figure within the political, diplomatic as well as social circle of 19th century Europe.
