Desmond Angus Swayne was born on August 20, 1956, as the son of George Joseph and Elizabeth McAlister Swayne (nee Gibson). He was educated privately in the Drumley House Preparatory School at Mossblown in South Ayrshire and Bedford School. He was a Theology student in St Mary’s College at the University of St Andrews.

On the 2nd of August, 1987 on August 2, 1987, he was commissioned to the Royal Armoured Corps, Territorial Army at an officer rank, 2nd lieutenant (on trial). He was part of the Queen’s Own Mercian Yeomanry. His rank changed to lieutenant August 2nd, 1989, and then to captain on the 1st of August in 1992. 1 November 1992 was when He was assigned to the newly created Royal Mercian and Lancastrian Yeomanry. The promotion was made to Major on 14 December 1996 , with the rank of major from January 1, 1996.

From 1997 to 2001, he held shadow ministerial portfolios for Northern Ireland, health and defence and as a senior opposition whip. From 2001 to 2005, Swayne was Parliamentary Private Secretary to both Iain Duncan Smith and Michael Howard in their role as Leader of the Opposition.

In 2003, he was called up and posted to Iraq as part of the Iraq War. He served for six months before returning to the House of Commons.

Swayne was unsuccessfully in the race for the seat that is Pontypridd in the Conservative Party in the 1987 general election. He later sought office in the district that is West Bromwich West in the 1992 general election, in which he was defeated by Labour incumbent Betty Boothroyd. However, he was selected to be the representative of New Forest West at the 1997 general election. The 1997 Conservative Party leadership election, Swayne was a supporter of Michael Howard, and later John Redwood. He was elected for seven consecutive term following this year’s General Election.
