Denise Phua Lay Peng (Chinese: Pan Li Ping ; pinyin: Pan Liping , born 9 December 1959) is a Singaporean politician and disability rights advocate. After a career in the corporate world that was successful lasting twenty years, the politician decided to give up her career in corporate to be a full-time special-needs volunteer. She became director of the Autism Resource Centre (Singapore) and also co-founded Pathlight School.
She is currently an MP (MP) for the government People’s Action Party (PAP) in the Jalan Besar GRC (Moulmein-Kallang GRC beginning in May 2011 until dissolution on the 24th of August, 2015). As an MP she has primarily focused on establishing programs specifically for people with disabilities and communities with special needs in Singapore. She currently serves as Chair of the Government Parliamentary Committee (GPC) for Education, and is an active member of the GPC for Social and Family Development. Phua was appointed Mayor of Central Singapore District in 2014 for a three- year term, and was reappointed for the following term in 2017. As Mayor, Phua has initiated many projects to meet the needs of her residents. In July 2006 in July 2006, the PAP created a working group led by Phua and Phua, to look at strategies to increase financially secure special children with special needs. Phua was also the chair of an advisory committee that came up with an annual plan for improvement of the services available to children with special needs. The PAP examined their plans and then put them into action initiatives, like the creation of a National nonprofit Special Needs Trust Fund. The laws were also designed to protect against the abuse of those with mental disabilities and allow parents to designate someone to care for their children with special needs after they passed away.

Phua joined the PAP’s ruling Jalan Besar branch in 2004. In 2005 she joined the Feedback Supervisory Panel, which oversees Government’s Feedback Unit. Phua and her partner have sold their Centre of Effective Leadership to Right Management which is which is a Manpower Inc. subsidiary. Phua later became the director of the Autism Resource Centre. She frequently wrote to the media and government agencies regarding issues that affect the special needs population. Phua is well-known for her advocacy efforts for people who risk being excluded from Singapore and often is a voice for disabled and Singaporeans who have low-skilled and poor-income backgrounds. She is among the main creators of three five-year Enabling Masterplans to the Disabled in Singapore.
Continuing her volunteer efforts, Phua continues to supervise two charities – Autism Resource Centre (Singapore) and Autism Association (Singapore), and two special schools – Pathlight School and Eden School.
