She stated, “If we back away from our responsibility, it’s going to be local taxpayers or the mom who now has to pay tuition for her child to attend kindergarten.” Phillips also raised concerns that any changes of the kindergarten all day program could be in conflict with the state’s Race to the Top plan that has raked in 400 million dollars in federal funds for Ohio schools.

In the year 2010, Phillips was the top candidate for House Republicans they believed she was at risk in the Republican more swayed district. She as Mike Hunter, a retired lieutenant colonel of the State Highway Patrol. But she was elected with 52.59 percent of the vote. In the aftermath of the election, and with Democrats being in the majority, House colleagues chose Phillips to be the deputy minority whip. She is also on the committees for Rules and Reference, Finance and Appropriations as well as its Primary as well as Secondary Education Subcommittee, Education along with Agriculture and Natural Resources.
