After Republicans winning majority of the House majority in 2011 Phillips has remained adamant on the plan of the majority to abolish the model of former Governor Ted Strickland for school funding. She stated, “If we back away from our responsibility, it’s going to be local taxpayers or the mom who now has to pay tuition for her child to attend kindergarten.” Phillips also raised concerns that any changes of the kindergarten all day program could be in conflict with the state’s Race to the Top plan that has raked in 400 million dollars in federal funds for Ohio schools.
