David Shafer Biography

David Shafer is one of the most popular and richest Politician who was born on April 29, 1965 in Dunwoody, Georgia, United States. David J. Shafer (born on the 29th of April 1965) is an American politician, currently serving as the chairman of the Georgia Republican Party. Shafer was previously a member of the Georgia State Senate. He was the representative for Senate District 48. It is which is a suburban district situated just north of Atlanta and encompassing parts in Fulton County and Gwinnett County. Shafer is a Republican.

Most well-known as an activist for improving the state’s budget procedure, Shafer has introduced legislation that mandates zero-based budgeting, which requires surpluses from budgets being returned taxpayers, and also requiring periodic sunset reviews for certain state agencies. Shafer was the speaker on the floor of governor Sonny Perdue but voted against Perdue’s tax hike proposal for 2003.

Shafer authored two controversial amendments significantly limiting taxation powers of local government in Fulton County. In 2005, Shafer attached an amendment to the charter of the City of Sandy Springs which prevented the mayor and council from increasing city property taxes above the existing millage rate without a referendum. Similar amendments were subsequently incorporated in the charters of the City of Milton and City of Johns Creek. More controversially, Shafer sponsored a legislative amendment prohibiting counties from collecting taxes in one area of a special services taxing district and spending those taxes in a noncontiguous area. The amendment affected only Fulton County. Senator Vincent Fort denounced the Shafer Amendment as “apartheid,” saying it prevented Fulton County from taxing wealthy, predominately white homeowners in North Fulton and spending those taxes providing services to poorer areas of South Fulton. Shafer agreed that the amendment had that effect, saying that each area should pay for its own services, but called the reference to apartheid “erroneous and insulting.” Fulton County unsuccessfully sued to overturn the Shafer Amendment, losing in front of both a Fulton Superior Court judge and the Georgia Supreme Court.

Shafer is also known for his advocacy of “nondestructive stem cell research” involving stem cells derived from sources other than the human embryo. In 2006, he authored legislation creating the Georgia Newborn Umbilical Cord Blood Bank, which passed in 2007 as the “Saving the Cure Act.” Shafer was recognized for his work in this area by Georgia Right to Life, which gave him its Pro-Life Hero Award.

Shafer was a supporter of Sonny Perdue for governor, supporting him, contributing to his campaigns, and delivering speeches for his behalf. Shafer also briefly served as an one of the Perdue’s committee leaders within the Senate. The two were a bit polarized regarding budgetary matters. Shafer was against Perdue’s 2003 plan of proposed property and excise tax increases and even a slashed version that only increased taxes on tobacco. Shafer also voted against Perdue’s 2010 suggested tax increase on hospital expenses insisting it be accompanied by cuts in income and the tax of insurance premiums. Additionally, Shafer introduced zero-based budgeting legislation, which Perdue opposed. After Shafer was able to get the passage of zero-based budgeting legislation in 2010 through Senate Bill 1, Perdue blocked the bill. Shafer attempted to override the Perdue’s veto at the beginning of the legislative session in 2011.

From 1989 to 1990 Shafer served as the Campaign Director for Billy Lovett’s run for the office of Insurance Commissioner. Shafer later served as the Executive Director for the Georgia Republican Party in the early 1990s. Shafer resigned in order to oversee the 1994 campaign for governor that was run by Republican businessman Guy Millner, who narrowly defeated in his general race to Gov. Zell Miller. Shafer was a candidate in the race for Secretary of State in 1996. He won beating several other contestants in a race for the post of the incumbent Senator Billy Ray, who had quit his position in the Senate to accept the appointment of a judge to the Superior Court. Shafer was a member of his Republican Party. Shafer was elected again during the 2004, 2002 2006, 2008and 2010 2012, 2014, and general elections in 2016 as an Republican.

At the time of his nomination as President Pro Tempore, Shafer was vice chairman of the Senate Republican Caucus. He served as chairman of the Senate Science and Technology Committee from 2003 to 2006 and as chairman of the Senate Regulated Industries and Utilities Committee from 2006 until his election as President Pro Tem. He also served as an administration floor leader for Governor Sonny Perdue from 2003 to 2004.

On April 15, 2009, after Lieutenant Governor Casey Cagle announced that a debilitating spinal disease was forcing him to withdraw from the race for governor and instead seek re-election as lieutenant governor, Shafer released a statement wishing Cagle well and suspending his own campaign in order to “reevaluate political options.” Shafer defeated Cagle and Johnson in a straw poll held at the Seventh Congressional District Republican Convention on April 18, 2009 and at the State Convention of the Georgia Association of College Republicans held the same day. Shortly thereafter, Shafer announced that he was permanently ending his campaign, subject to Cagle’s full medical recovery, and that he would instead seek re-election to the state senate. He was re- elected in 2010 at the same time that Cagle won re-election as lieutenant governor.
