The son of an USAF pilot, David Cooley was born on February 15, 1960, on RAF Mildenhall in Suffolk, England. He was raised at Fairview Heights, Illinois and graduated from Belleville East High School. Cooley was an outstanding soccer player and the captain of his team at high school. The sport he loved was a passion throughout his life and he was a committed cyclist. He was a student at an academy called the United States Air Force Academy in Colorado Springs, Colorado and graduated in 1982 with the degree of aeronautical engineering. George H.W. Bush who was then vice president of the United States, was the keynote speaker at the graduation ceremony and handed Cooley with his certificate. It was an occasion of great satisfaction to the young police officer. In the process of attending the school, he got to know his wife of a few years, Sheyla, who was also an cadet.
Funeral services that was held on March 30 2009 at the Palmdale United Methodist church was attended by hundreds of coworkers relatives, friends and colleagues. A few days later on, the USAF held a memorial service in Hangar 1600, which is located at Edwards Air Force Base. The speakers included 411th Flight Test Squadron commanding officer Lieutenant. Col. Dan Daetz, Lockheed Martin representative James Brown as well as Air Force Flight Test Center Commander Major General David Eichhorn.
At approximately 10 a.m. on the morning of March 25, 2009, an F-22A piloted by Cooley crashed at Harper Dry Lake, near Lockhart, California about 35 miles northeast of Edwards Air Force Base. Paramedics transported Cooley from the crash scene to Victor Valley Community Hospital in Victorville, California, where he was pronounced dead. The wreckage of Cooley’s F-22A crash extended ten miles east from the site of the accident in Hoffman Road from the Fremont Peak Road, in San Bernardino County and the debris field covered a wide area including three washes. A security team was deployed to cordon off the area due to aircraft materials that may pose health risks.
The year 1998 saw him appointed as the chief of operations for the 410th Flight Test Squadron and was responsible for developing flight testing on the F-117 Nighthawk. From 2000 until 2003, he was vice-commandant of the U.S. Air Force Test Pilot School. He was in charge of the day-today operations that comprised the whole school. He also supervised students as an instructor for full-time flight. After his retirement from the Air Force in 2003, He was employed as a test pilot by Lockheed Martin as the F-117 chief test pilot. Then, in September of 2007, he was transferred into his current position as the F-22 Combined Test Force (CTF) located at Edwards Air Force Base. At the time, Cooley and his family resided at Lancaster, California.

He died while piloting the test mission of the F-22 Raptor jet fighter over the deserts that is Southern California.
After completing his flight training, Cooley was assigned to pilot his own F-111 Aardvark and then became an instructor in the aircraft. He began his career as a the flight test in 1989, conducting tests of the operation of new systems and weapons that were developed for the F-111. Cooley was chosen to attend the Imperial Test Pilots school located in Wiltshire, England as the Air Force exchange officer. In 1992, he graduated, and went back home to his home in the United States assigned to the 445th Flight Test Squadron. There, he was responsible for testing the avionics as well as missile evaluation on F-15 Eagle. F-15 Eagle. Cooley is also head pilot of The United States Coast Guard RU-38 Twin Condor aircraft flight test program.
The Air Force convened an investigation board to determine the cause of the accident. On July 31, 2009, the Air Force released the board’s accident report that identified human factors associated with high gravitational forces as the cause of the crash. Due to the high g-forces required by the flight profile, Cooley was likely incapacitated by “almost g-induced loss of consciousness” (A-LOC).
