College Republicans at Augustana and was also involved in his involvement with the Student Judiciary Committee and the school’s newspaper. In the fall of 1971 Hultgren was the student representative for the college as part of American University’s Washington Semester Honors Program in Washington, DC. He graduated with Master of Arts degrees in economics and political sciences in 1973. He graduated in cumlaude. It was his fourth time of students to attend Augustana but was the first one to be a graduate. While at Augustana the student was a member of Pi Upsilon Gamma, a local fraternity. The fraternity was cut off at the college.

Hultgren was born in the Hammond Henry Hospital in Geneseo, Illinois, to parents Rodger and Marietta. He was the third in a family of three brothers. He was received his baptism on Easter Sunday in April 1952.

Hultgren was a student at both Cambridge Community Grade School and Cambridge High School. His political ambitions and leadership were evident in his extracurricular activities at high school, and he was referred to as “Senator.” In his freshman year, he was elected class president. He was very involved within Teenage Republicans throughout high school as well as statewide. Hultgren was first the treasurer of TARS chapter Henry Country TARS chapter and the second treasurer of the Illinois TARS federation. In the high school level, Hultgren was active on the Yearbook Club and the Student Council and was his Student Council president his senior year. Between his senior and junior years, Hultgren was a member the National Honor Society. Other organizations were active in his life included his Library Club and Future Teachers. When he was a senior the class of 1969, he was selected by his peers to be “Most Likely to Succeed” and “Most Studious.” He was a salutatorian when he graduated in 1969.

David Hultgren took and passed the Bar examination in 1978, and proceeded to acquire a job at the law firm of Stansell, Critser, and Whitman in Monmouth, Illinois. At this time he also served as a law clerk for justice Albert Scott of the Illinois Appellate Court.
