David Ross Howarth (born 10 November 1958) is a British politician and academic who served as an academic and Liberal Democrat Member of Parliament for Cambridge between 2005 and 2010. He was an Electoral Commissioner between the years 2010 between 2010 and in the year. He is Professor of Law and Public Policy at the University of Cambridge.

The work he has done as legislative officer has informed his study and he has since published articles on legislation (specifically those of the Backbench Business Committee), conducted research on the empirical “The Reality of the Constitution’. The highlights of his legislative scrutiny included his work to examine the Companies Bill; highlighting the difficulties in The Legislative and Regulatory Reform Bill and The Constitutional Reform and Governance Bill as well as a variety of Criminal Justice Bills. Howarth also served as the Shadow Minister of Local Government (2005-6); Shadow Minister for Energy (2006-7) the Shadow Solicitor General (2007-9) And Shadow Secretary of States for Justice (2009-10). He also served on the Constitutional Affairs, Justice and Environmental Audit Select Committees.

David Howarth grew up on the Mossley Estate, a council estate located in Bloxwich, Staffordshire, going to Queen Mary’s Grammar School, Walsall. In his time at Clare College, Cambridge on an academic scholarship, he earned the first-class qualification in Law and was awarded the George Long Jurisprudence prize. Then he was awarded the Mellon Fellowship to study at Yale Law School, gaining an LLM as well as the MPhil on Sociology in the Department of Sociology at Yale University. Then he returned back to Cambridge at the end of 1985, to begin various academic positions. He has been committed for a long time to teaching and research. He introduced sociology and economics into students in the undergraduate Law program. He is also the founder of the Master’s in Public Policy located within the Department of Politics and International Studies at the University of Cambridge.

Howarth was a councillor in the Cambridge City Council from 1987 to 2004, and represented Cambridge’s Castle Ward. He was elected as Leader for the Liberal Democrat group on Cambridge City Council in the year 1990, when it was third in the polls after which he led it to become the main council opposition before becoming the Council Leader in Council in the year 2000. He was Leader until 2003before taking a break to focus on getting the Cambridge seat in the parliamentary elections. He did not win a seat in the Cambridge parliamentary seat in Cambridge in both the year 1992 and 2001, as well as in the seat that is close to Peterborough the following year. In the general election of 2005, the Cambridge MP was elected to Parliament for Cambridge and defeated Labour Member of Parliament Anne Campbell, overturning a majority of 8,579 and getting the majority of just 4,339 votes (securing 44 percent of the votes given). It was his first time as a Liberal (or Liberal Democrat to be elected the seat of Cambridge after the general election.

He was one of the relatively few MPs not implicated in the 2009 expenses scandal, being singled out by The Guardian as one of the “Angels” for having “not claimed a penny in second home allowances” and commuting the 60 miles from Cambridge to Westminster.
