David Roland Elleray, MBE (born 3 September 1954 in Dover, Kent), is an English former football referee who played in the Football League, Premier League as well as for FIFA. At the time of his interview, Elleray was the Technical Director for the IFAB.
In 1999, Elleray received death threats from Manchester United supporters after Liverpool came back to win the title, which might have prevented their team from winning the title. Elleray correctly gave Liverpool an extra penalty for pushing by Jesper Blomqvist against Oyvind Leonhardsen. While he did win the ball, it was clear that he clearly caused injury to the Norwegian and ought to have been dismissed for an official foul. Elleray later correctly dismissed Dennis Irwin by giving a second yellow card for kicks off the ball. The game finished 2-2 after United had been leading by 2-0. Martin Edwards, the United chairman, shrewdly claimed that a medal would be presented to Elleray in the event that Arsenal triumph in the league. However, the result did not affect United’s pole position nor did it affect their winning the title because of Arsenal losing to Leeds just a few days after, and therefore, not gaining. He retired from refereeing at the end of the 2002–03 season. His last match was Newcastle United’s 1–0 win over Birmingham on 3 May 2003, during which he sent-off Blues defender Matthew Upson.
In his time as a referee, Elleray is remembered for several incidents, such as awarding an unconvincing penalty in the direction of Manchester United in the 1994 FA Cup Final against Chelsea. Elleray later acknowledged in his autobiography that the decision was made “blew without thinking” and even though he recognized that he’d committed an error, he was unable to not make a change in his mind. He also was the referee at the time that Ryan Giggs scored his ‘wonder goal’ in 1999’s FA Cup semi-final replay against Arsenal at Villa Park, and when David Beckham scored from inside his own area against Wimbledon at Wimbledon in the year 1996. Even though he was sent off by the Manchester United’s Roy Keane four times, after his retirement, Keane wrote to him thanking him for his service and the jersey he had signed.

Elleray attended Dover Grammar School for Boys where he performed well in many sports. He began to referee football games at the age of 13 in order to earn extra pocket cash. He was awarded an award to study the subject of geography in Hertford College, Oxford and was an avid rower and a rugby player. While at the university his career was boosted by his participation in the Hellenic, Isthmian and Panel Leagues and was eventually an official Football League referee in 1986. He was there until his entry on the initial Premier League Referees’ List in 1992. He then was a FIFA referee in the same year.
Elleray was recognized by players, coaches, and supporters for being a fair, firm and reliable referee. Following the 1994 FA Cup Final, UEFA president Lennart Johansson said to Elleray: “Europe needs referees like you. I do not care whether the second penalty was a foul or not. The easy decision would to have given nothing. You showed strength and courage. Congratulations!”
Elleray stepped down as a FIFA-listed referee in 1999, having officiated 78 international matches in 35 countries. He officiated at Wembley Stadium 13 times but was unable to officiate at the 1998 World Cup in France due to school commitments.
